How the recultivation of the Samosyrov landfill is going and what Tatarstan residents most often complain about

These questions were answered by the First Deputy Minister of Ecology and Natural Resources of the Republic of Tatarstan - Chief State Inspector of the Republic of Tatarstan in the field of environmental protection Airat Shigapov at a briefing in the Cabinet of Ministers of the Republic of Tatarstan.

In 2021, the Ministry's inspectors identified 4,465 violations of environmental legislation, compiled 4,078 protocols, and imposed fines in the amount of 52 million 365 thousand rubles. Statements of claim for a total amount of 32 million 143 thousand rubles were sent to the courts. According to the results of the supervisory activity, 898 court cases were reviewed. Ayrat Shigapov stressed that the Ministry was and remains open to the public. In 2021, the department received 6,284 appeals from residents of the republic through various communication channels. The greatest concern among the population is caused by violations in the field of waste management of production and consumption, the quality of atmospheric air, violation of water protection legislation.  One of the supervisory directions of the department in the field of waste management is the implementation of measures in relation to economic entities that have not concluded contracts with regional operators for the management of SMW. Over the past year, 1,192 notifications were sent on this type of violation, 407 protocols were drawn up. As part of the suppression of violations of water protection legislation, 464 violations were identified, 380 administrative materials were compiled, and fines were imposed for almost 6 million rubles. In terms of atmospheric air protection, 453 violations were detected last year, 427 administrative materials were compiled, and fines of 1.5 million rubles were imposed.

As the First Deputy Minister of Ecology and Natural Resources of the Republic of Tatarstan noted, the department is currently continuing work on automating state supervision. Digitalization of the industry will not only simplify the work of inspectors, but also eliminate corruption risks, making the activities of the Ministry even more open.

Summing up, the Chief State Inspector of the Republic of Tatarstan in the field of environmental protection summarized: environmental education of the population is also an important task. To this end, the agency's inspectors regularly conduct environmental lessons in schools, kindergartens and other educational institutions. In 2021 alone, inspectors visited more than 150 educational institutions and conducted more than 1,000 environmental lessons.
