5 September 2017, Tuesday

At once on seven facts of violation of environmental legislation, the Leninogorsk Innovation and Production Technopark "Idea South-east" was found guilty. The corresponding decision was made by the Supreme Court of the Republic of Tatarstan. Environmental violations at the site of the technopark were discovered in April in the framework of the sanitary and ecological two-month campaign by the inspectors of the South-Eastern Territorial Administration of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan. On the territory of the company "Idea South-East" the environmentalists recorded unauthorized landfills of construction waste, the total area of which was 18,696 m2, and the volume - 24,598 m3. Brick battles, concrete and reinforced concrete waste were placed on the fertile soil layer and on the water protection zone of the river Kamyshla. Thus, this dump, as well as the fence of the corrugated board, limited the citizens' access to the water body. In addition, during the survey it was revealed that there was no storm sewage system on the territory of the enterprise, as a result of which wastewater was discharged the river Kamyshla. For all violations identified environmentalists have drawn up administrative reports on the following articles:

- Art. 8.2. Administrative Code of the Russian Federation (Non-observance of environmental and sanitary-epidemiological requirements when handling production and consumption wastes, ozone depleting substances, or other dangerous substances),

- Art. 8.4. Administrative Code of the Russian Federation (Violation of the legislation on environmental impact assessment),

- Part 1 of Art. 8.13. Administrative Code of the Russian Federation (Violation of the water protection regime in watersheds of water bodies, which may lead to contamination of these objects or other harmful phenomena),

- Part 1 of Art. 8.42. Administrative Code of the Russian Federation (Use of the coastal protective strip of a water body, water protection zone of a water body with violation of economic and other restrictions),

- Part 1 of Art. 8.45. Administrative Code of the Russian Federation (Failure to meet the requirements for the installation of economic and other facilities located within the boundaries of water protection zones, facilities ensuring the protection of water bodies from pollution, clogging, siltation, and depletion of water in accordance with water legislation and legislation in the field of environmental protection, such requirements are established by law).

The organization of the South-Eastern Territorial Administration imposed administrative fines totaling 809 thousand rubles. The company, disagreeing with this punishment, challenged the decision in Leninogorsk and Almetyevsk city courts and the Supreme Court of the Republic of Tatarstan. Courts of all instances supported the position of the inspectors of the Ministry of Ecology of Tatarstan and recognized the Leninoglrsk innovation and production park "Idea South-East" as a violator of environmental legislation.
