In 2024, the Ministry of Ecology and Natural Resources of the Republic of Tatarstan recorded an almost twofold decrease in the number of registered objects that have a negative impact on the environment. In 2023, 448 new facilities were registered in Tatarstan, and in 2024 their number decreased to 287.
The changes are related to the entry into force on September 1, 2024 of amendments to Article 69.2 of Federal Law No. 7-FZ, which exclude the need for state registration of non-residential buildings corresponding to category IV.
It is important to note that the Ministry does not need to confirm that the NEI facility belongs to category IV in accordance with the Federal Law. The nature user independently determines the category of the negative impact of an object, comparing its characteristics with the Criteria for assigning objects (Decree of the Government of the Russian Federation dated December 31, 2020 No. 2398). According to the legislation, the nature user is obliged to register the NEI facility within 6 months from the beginning of its operation. Legal liability is provided for late registration (Article 8.46 of the Code of Administrative Offences of the Russian Federation).
For reference: by the end of 2024, 3,368 facilities subject to regional supervision were registered in the UNNEI NMMO system, of which 310 were of category II and 3,058 were of category III.
