Debts to the nature prevented a resident of the Apas district from travelling abroad

Foreign travel restrictions were imposed on the resident of Apas district for his unpaid fine for environmental misconduct. In April 2016, inspectors of the Trans-Volga territorial administration of the Ministry of Ecology and Natural Resources of Tatarstan made him accountable by article 8.2 of the Administrative Code of Russia for Failure to comply with the ecological and sanitary-epidemiological requirements to management of production and consumption wastes, ozone-hazardous substances and other hazardous substances. Failure to pay the penalty made the Apas resident liable under the article 20.25 (part 1) of the Administrative Code of Russia for evading to serve the administrative penalty. Nevertheless the fine has not been paid. After that the case was transferred to the bailiffs and executors of justice of the Buinsk, Apas and Kaybic territorial administrations of the Tatarstan Office of the Federal Bailiffs Service. The violator ignored this claim as well. After the deadlines expired, the Apas district court passed a judgment on forbidding the violator from travelling abroad.
