The aim of the corresponding draft Regulation of the Government of the Russian Federation published for public discussion at the portal regulation.gov.ru is to stimulate the field of waste recovery, which is a top-priority issue of the state policy in the field of waste management. According to the document, this List will include only 10 groups of waste. According to the Press Service of the Ministry of Natural Resources and Ecology of the Russian Federation, implementation of nature protection legislative norms elaborated by the authority will allow to achieve a two-fold increase in the volume of waste processing in Russia by 2020.
