The VI Field meeting of the Ecological Board was held today in Yalta (The Republic of Crimea) on the "Main trends of development of the ecological monitoring system". Deputy Minister for Natural Resources and Ecology of the Russian Federation, Murad Kerimov, Head of the Federal Service for the Supervision of Natural Resources of the Russian Federation Artem Sidorov, Chairperson of the Committee for Ecology, Nature Use, Agricultural, Industrial and Food Policy Takhir Khadeev, the Minister for Ecology and Natural Resources of the Republic of Tatarstan Farid Abdulganiev and other representatives of the Ministry of Natural Resources and Ecology of the Russian Federation, regional nature protection authorities, the National Research University 'Higher School of Economics', the Federal State Budgetary Establishment "All-Russian Research and Development Institute of Hydrometeorological Information of the World Data Center under the Federal Service of Russia on Hydrometeorology and Monitoring of the Environment participated in the meeting. The Minister for Ecology of Tatarstan Farid Abdulganiev made a report on "Creation in the Republic of the systems of instrumental and estimated ecological monitoring"."The territorial system for the environmental monitoring of the Republic of Tatarstan includes 8 modern stationary eco-analytical laboratories, 16 automatic air pollution control stations, 6 mobile ecological laboratories, a patrolling eco-analytical vessel "Flamingo", and 3 motor boats. This system includes monitoring of air, soils, and water facilities. Monitoring of the air state is conducted in the Republic at 123 monitoring sites with carrying out of more than 2 million tests per year, including tests of pollutants; the control is ensured continuously in an automatic mode. Regular monitoring of pollution of surface waters is carried out in the Republic at 71 sites for monitoring of hydrochemical parameters for 37 water facilities of the Republic. Moreover, monitoring over the condition of water facilities in the area of direct impact of emissions of sewage water at 132 points of 60 water facilities is also carried out. More than 39 thousand tons of water sample tests are carried out during the year. The Ministry of Ecology of Tatarstan is currently manages the question of generalization of data of local monitoring of water facilities coming from the water users of the Republic as part of the reports on execution of the conditions of documents on water use. A patrolling vessel for ecological and analytical control "Flamingo" is used for operative control of pollution of surface waters. The equipment installed on the vessel allows to control the quality of surface waters with regard to hydrochemical and hydrophysical parameters; to carry out exploration of the bottom and the water column using echo-location to detect unauthorized sources of discharges; to determine precise location of sewage water discharges; to draw water samples and the samples of bed deposits for their further analysis under the conditions of stationary laboratories", said Farid Abdulganiev. - "The information within the frame of monitoring of various media is integrated into the geo-information system 'Ecological Map of the Republic of Tatarstan'. This allows to evaluate and detect in an integrated manner the factors retaining improvement of the ecological situation. One of the most important tasks of the Ecological Map of the Republic of Tatarstan is to visualize the information on the quality of the environment, and to use it directly for the purposes of the supervisory activity. The information on the results of observation of various media is reflected in the form of reports and graphs on the map. The Head of the Ministry of Ecology acknowledged certain top-priority tasks for 2017 within the framework of further development of the territorial system for environmental monitoring: acquisition and installation of an additional automatic air pollution control station (AAPCS) in Kazan in order to ensure ecological safety during preparation and holding of the 2018 FIFA World Cup. Installation of the AAPCS will allow to cover a large territory of Kazan with continuous 24/7 air quality control; acquisition of a hardware/software complex based on a chromatograph "Khromatech-Kristall 5000" to identify chemical compounds in the environment to immediately react to the environment pollution, to identify the possible (suspected) source of pollution, as well as to prevent negative impact of economic and other activity on a timely basis.
Moreover, the participants discussed the prospects for the development of the system of ecological monitoring, the concept of creation of the State Fund of state ecological monitoring data, the matters of improvement of the normative and methodical base regulating technical requirements to creation, implementation and operation of the automatic monitoring systems.
