The Ministry of Natural Resources and Ecology of the Russian Federation introduced into the Government of the Russian Federation the draft order on inclusion of the requirements to the indicators of greenhouse gas emissions into the books of reference of the best available technologies

Today Russia has faced a challenge of the model selection – either a traditional pattern for the regulation of pollutions, or introduction of a system of greenhouse gas emissions tradingaka “carbon” tax. Nevertheless, either of these options requirescareful elaboration and system analysis of the consequences for the economy of the country, as it is reported on the official website of the Ministry of Ecology and Natural Resources. 

Business is as liable in this field as the state, so the business community needs to develop its own climatic strategy paying top-priority attention to the development and implementation of innovative low-carbon technologies.

In March 2015, Russia presented a new benchmark to the Secretariat of the UN Framework Convention – decrease in emissions by 25-30% as compared to the economy-widelevel of the year 1990.

In order to achieve the indicated target indicators being the ultimate goal, it is necessary to elaborate a strategy of low-carbon development. The immediate goal, on the other hand, implies implementation of the comprehensive state regulation of greenhouse gas emissions.

At present, the Ministry of Natural Resources and Ecology of the Russian Federation together withthe Ministry of Economic Development and Trade of the Russian Federation implements measures on elaboration of the state regulation instrument – it creates the system for accounting of greenhouse gas emissions by economic entities in compliance with the Concept of formation of the systemof monitoring, accounting and inspection of the level of greenhouse emissionsapproved of by the Government in 2015.

Implementation of the system of standardization of the negative impact on the environment based on the BAT (best available technologies)-principles is one of the mostadvanced economic instruments for the restriction of greenhouse gas emissions.
