The Minister for Ecology Farid Abdulganiev announced a series of constructive proposals pertaining to implementation of the program on development of the water-economic complex of Russia

Implementation of the federal target program “Development of the water-economic complex of Russia in 2012-2020” was discussed today in Moscow. The Ministry of Natural Resources and Ecology of the Russian Federation reviewed the process of interaction between federal and regional executive authorities with regard to this matter. The Minister for Ecology and Natural Resources of the Republic of Tatarstan, Farid Abdulganiev, reported on implementation of this program in the Republic and announced a series of constructive proposals aimed at work improvement in the course of implementation of the federal target program. In particular, the proposals concern the time frame and the procedure for the competitive selection of regional programs in the field of use and protection of water facilities. For the purposes of objective appropriation of the federal funds to water protection activities, he suggested that the adjusting factor of water cover in the constituent entity of the Russian Federation be used. “Water resources of the Republic of Tatarstan are characterized with availability of a arterial drainage, such large rivers as Volga, Kama and their tributaries: Vyatka, Belaya, Sviyaga and other medium and small rivers located nearby, acknowledged Farid Abdulganiev, - moreover, on the territory of the Republic there is the largest in Europe Kuybyshev reservoir along with Nizhnekamsk, Zainsk and Karabash reservoirs. The water area of the Kuybyshev reservoir, besides the Republic of Tatarstan, extends to the four constituent entities of the Russian Federation: Chuvash Republic and Mari El Republic, Ulyanovsk and Samara regions. Meanwhile, more than half of the total length of the coastal belt of the Kuybyshev reservoir and 100% of the water area of Nizhnekamsk water reservoir are located within the territory of the Republic of Tatarstan”, acknowledged the Minister. According to him, colossal capital expenditures are required to carry out anti-abrasion and erosion activities related to annual coastal protection.

Farid Abdulganiev expressed his gratitude to the Ministry of Natural Resources and Ecology of Russia and the Federal Water Resources Agency for support in the implementation of water economic and water protection activities on the territory of the Republic of Tatarstan, in particular,  bank protection of coastal areas in the area of Bolgar City and the island town of Sviyazhsk, erection of coast-protection structures on the river Kazanka expressing hope for further fruitful cooperation and effective interaction between federal and regional executive authorities for the purposes of complex solution of the matters regarding rational use and protection of water facilities.
