The Ministry of Digital Development of the Russian Federation has prepared a new package of measures to combat digital fraud.
If an account is blocked on Public Services, it will be possible to restore access using biometric identification, the national messenger MAX, through the application, the bank's website or in the MFC.
A single platform will be created on Public Services, where the user will be able to see the consent to the processing of personal data that he left earlier. It will be possible not only to find out who processes the data, how and why, but also to revoke previously granted consent and report possible violations to the authorized authorities.
To increase the effectiveness of the fight against fraud, automated data exchange through GIS "Antifraud" will be introduced. A damage compensation mechanism will also be developed. So, if, in case of inaction of the telecom operator, fraudsters stole funds from the mobile account, the operator will have to refund them. If the bank, even after warning the operator about suspicious actions, did not take measures to prevent the theft of funds by intruders, then the credit institution itself will have to compensate for the damage.
Users will be able to completely block incoming calls from foreign numbers. All international calls will be marked with a special indicator, which will allow users to easily identify potentially dangerous calls.
An out-of-court blocking mechanism will be in effect for phishing sites and resources containing information about the sale of non-certified means of communication.
The proposed measures will create a multi-level system for protecting residents in a digital environment. All initiatives are developed taking into account the balance of security and user rights.
