Maxim Pogodin, Head of the Federal State Unitary Enterprise "Federal Environmental Operator", paid a working visit to the Republic of Tatarstan

The Republic of Tatarstan and the Federal State Unitary Enterprise Federal Environmental Operator (FSUE FEO) have been cooperating fruitfully in the field of safe waste management and environmental protection for a long time. FSUE FEO is a federal operator for waste management of hazard classes I and II, responsible for the creation and operation of a safe waste management system throughout Russia.

On January 14, 2020, the Head of the Republic of Tatarstan, R. N. Minnikhanov, signed a cooperation agreement with FSUE FEO aimed at creating conditions for safe waste management of hazard classes I and II and the elimination of the most dangerous objects of accumulated environmental damage in the region. Within the framework of this agreement, joint projects are being successfully implemented to reduce the impact of industry on the environment.

In particular, on the basis of the Kazan branch of the Volga Territorial District branch of FSUE FEO, modern facilities have been created for the neutralization and disposal of mercury–containing waste of hazard classes I and II, as well as more than 1,100 types of waste of III-V classes based on a mobile thermal destruction plant.

The Republic of Tatarstan actively participates in the development of the federal state information system for accounting and control of waste management of hazard classes I and II (FGIS OPVC), administered by FSUE FEO. With the support of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan, a series of training webinars for nature users was conducted, and the registration of participants in the hazardous waste management market in the system continues to grow.

In 2020, Tatarstan was recognized as the most environmentally oriented region of the Russian Federation at the All–Russian competition "Reliable Partner Ecology" for its successful transition to a new waste management system of classes I and II.

Today, on July 4, 2025, as part of strengthening cooperation, a working meeting was held between Alexey Pesoshin, Prime Minister of the Republic of Tatarstan, and Alexander Shadrikov, Minister of Ecology of Tatarstan, with Maxim Pogodin, Director General of FSUE Federal Environmental Operator.

Also during the working visit, an inspection of the accumulated damage facility took place today – a closed landfill for industrial waste (sludge dump) in the Nizhnekamsk region, accumulated from 1973 to 1982 as a result of the activities of the Nizhnekamsk Petrochemical Plant of the Ministry of Oil Refining and Petrochemical Industry of the USSR.

The area of the sludge dump is 14.7 hectares, which contains about 100,000 tons of waste of hazard classes II–IV.

The sludge dump facility is included in the State Register of Accumulated Environmental Damage Facilities, and the Executive Committee of the Nizhnekamsk Municipal District is currently preparing design estimates for its elimination.

Also during the visit, Maxim Pogodin held a working meeting at the Tatarstan branch of FSUE FEO, where prospects for further cooperation and the implementation of joint environmental projects, including the national Environmental Well-being project, were discussed.
