A sanitary and ecological two-month period starts in Tatarstan on April 1.

Today, at a Saturday meeting at the Government House of the Republic of Tatarstan, Tatarstan Minister of Ecology Alexander Shadrikov spoke about the upcoming sanitary and ecological two-month period, which is taking place in the Republic in support of the national project "Ecological well-being".

Traditionally, on behalf of the Head of Tatarstan, Rustam Minnikhanov, the two-month period starts on April 1. The main goal of the eco–marathon of cleanliness is the elimination of landfills and landscaping after the winter.

So, in 2024, within two months, almost 3,500 violations were detected by all supervisory authorities, 40% of them were unauthorized waste disposal. Every second violation out of 3.5 thousand was eliminated by May 30, the rest within a year. By the end of April and May 2024, fines and demands totaling 4.7 million rubles were filed.

"Traditionally, a lot of work is done by municipalities, enterprises and caring citizens. Last year, 398,000 Tatarstan citizens took part in clean-up activities.  Almost 350 thousand cubic meters of waste were taken to MSW landfills, about 12 thousand pieces of equipment were involved," the Minister of Ecology reported to the Head of Tatarstan.   

Alexander Shadrikov noted that Tatarstan residents are active not only in eliminating landfills, but also in identifying unauthorized waste disposal sites. The Republican public environmental reception received 950 applications before the start of the two-month period. 391 complaints are issues related to the LRW.  During the same period last year, there were 926 appeals, and every third appeal was for landfills.

Alexander Shadrikov noted that all issues within the framework of the upcoming two months were discussed at zonal meetings with districts, operational headquarters have been formed in all municipalities. Addressing local governments, the head of the Ministry of Ecology added that the primary task is to prevent the formation of new unauthorized landfills. They mostly appear on municipal lands.

"It is necessary to strengthen municipal land control in terms of land use and protection, administrative and technical inspections have all the powers, as well as to compile administrative materials. It is necessary to intensify explanatory work with the population. Residents should clearly understand where garbage can be taken out after cleaning house territories and garden plots," the minister stressed.

He noted that it is not rational to spend the "green money" coming into the budget as environmental payments to eliminate the consequences of irresponsible attitude to nature. These funds should be used for infrastructure development, landscaping and implementation of environmental protection projects.

Also, at the expense of income to the local budget from the mineral extraction tax, municipal districts have the opportunity to organize new container sites or purchase containers.

The areas of responsibility during this period are clearly defined.  Helicopter flights and commission detours along railway lanes are also traditionally planned.

"I would like to emphasize that the two-month cleaning period always coincides with the beginning of the flood season. Unfortunately, everything that has accumulated on earth ends up in the water due to diffuse runoff. As a result, livestock waste and fertilizers from coastal areas are washed into the water along with the flood.

I appeal to agricultural enterprises! The construction of lagoons is not just a recommendation, but a necessary measure. Prevention is much more effective than dealing with the consequences and fines from supervisory authorities. This has been talked about and warned about more than once," the head of the environmental protection agency emphasized.

"Let's not wait for the snow to come down everywhere, we need to start putting things in order today. We must complete all the basic landscaping by May 9 in order to properly celebrate our main holiday - the 80th anniversary of the Great Victory," the speaker concluded his speech.
