Environmentalists together with the district Prosecutor's Office went on a repeat raid on the sites of accumulation of MSW in the Aviastroitelny district today
As part of the raid, container sites on Davydov, Kamyshinskaya and Mariupolskaya streets were inspected. Let us recall that in July, according to numerous appeals from residents of the Aviastroitelny district for untimely garbage and clutter in places of accumulation of MSW, inspectors of the Ministry of Ecology together with the Prosecutor's Office conducted an on-site inspection.
"We carried out inspections, including with the involvement of specialists from the Ministry of Ecology and local authorities. The facts of untimely export of MSW by the regional operator of the MC "PZhKH" were recorded. Upon the untimely export of MSW, a case was opened under part 1 of Article 8.2 of the Administrative Code. We sent the inspection materials to the Volga-Kama Interregional Department of Rosprirodnadzor," Ruslan Gusamov, Deputy prosecutor of the Aviastroitelny District, told reporters today. He noted that such problems were identified at many sites in the district.
Following the results of the July inspections, representations were made to the district administrations, as well as the General director of the Housing and Communal Services Management Committee, on the elimination of the violations identified. Today, during a repeat raid, it was revealed that the garbage at some sites was removed, but it is still dirty next to the containers, unauthorized landfills were formed near the sites, household waste was scattered. This is the situation, for example, at the container site on Davydov Street.
"The municipality is responsible for the organization and maintenance of container sites. The regional operator is responsible for timely garbage collection, and in general, the Ministry of Construction is responsible for the entire organization of work," Adel Alimov, Acting head of the Department of State Inspection of Environmental Supervision of the Ministry of Ecology of the Republic of Tatarstan, explained to journalists.
As the speaker noted, the Davydov site is generally equipped, but there are no bunkers for the accumulation of large-sized waste, and there should be two of them. There must be at least six eurobunkers, as well as containers for separate garbage collection.
"There is a place for untimely export, which should be carried out in the warm season on a daily basis. For this, administrative proceedings have been initiated against the Criminal Code of Housing and Communal Services. The amount of the fine will be from 100 thousand rubles," said Adel Alimov.
"To date, it has been recorded that places where inspections have been carried out and untimely waste removal has been recorded are being cleaned. There is a quick reaction of the regional operator and local authorities, but the systematic work has not been established. There are also problems — often the garbage at the sites for the collection of MSW is mixed with construction. There are private carriers that are engaged in the removal of construction debris. The regional operator does not take out construction debris," said Ruslan Gusamov, Deputy District Prosecutor.
When identifying the facts of waste dumping not on container sites, but on the lands of adjacent territories, specialists of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan, together with law enforcement agencies, take administrative measures.
Let us recall that of the 5,424 appeals received by the Ministry of Ecology since the beginning of the year, 3384 are complaints about unauthorized waste disposal.
