Inspectors of the Central Department prevent the formation of spontaneous landfills near container sites
As we wrote earlier, the issue of unauthorized landfills is the most popular among the environmental issues of concern to the population of the republic. A special place here is given to the maintenance of territories directly adjacent to residential areas.
The Ministry of Ecology and Natural Resources of the Republic of Tatarstan receives numerous appeals from citizens about the cluttering of areas adjacent to container sites. In the Sovetsky district of Kazan alone, 3 violations have been recorded recently.
During an on-site inspection by inspectors of the Central Territorial Administration, the presence of clutter with production and consumption waste was found along the Poperechno-Noksinskaya street of Troitskaya Knoksa residential area. In relation to the person involved in the violation of environmental legislation, a warning was sent about the inadmissibility of violating mandatory requirements and the need to eliminate unauthorized garbage storage.
Violations were repeatedly detected along Zhemchuzhnaya Street in the village Vishnevka and on Oktyabrskaya st. in Bolshye Klyki residential area. According to the inspectors, warnings were previously issued to the owner of the land plots – the Administration of the Sovetsky district of Kazan, but they were not executed within the prescribed period. In this regard, claims have now been sent for the voluntary elimination of violations of environmental legislation by eliminating landfills.
Environmentalists explain that the creation and maintenance of sites for the accumulation of solid municipal waste, as well as the determination of the layout of places for the accumulation of MSW, are attributed to the powers of local governments. In the area of apartment buildings, this is the responsibility of management companies, in the area of individual residential development – local governments. MSW accumulation sites must comply with the requirements of the legislation of the Russian Federation in the field of sanitary and epidemiological welfare of the population, as well as the rules for the improvement of municipalities.
