From July 13 to 19, in the Zelenodolsk district and in Kazan exceedances of the permissible concentration of hydrogen sulfide in the atmospheric air at AAPCS-1 (Osinovo village) and in and AAPCS-5 (Kazan, I. Shakirov ave. 3) were recorded.
It should be noted that at AAPCS 1, a number of exceedances were recorded in May and July at night (mainly from 20.00 to 4.00). These exceedances were mainly recorded during windless conditions. Inspectors of the Ministry of Ecology in May surveyed the area in the immediate vicinity of AAPCS-1. One of the sources of atmospheric air pollution with hydrogen sulfide has been identified – it is an inoperable sewage system with overflow of sewage into the terrain. The total area of pollution was 569m2.
Together with a specialist from the Central Department for Environmental Supervision of the Ministry, soil and wastewater samples were taken on site to conduct chemical analysis and determine the degree of contamination. The results revealed an excess of chlorides by 1.1 times, ammonium ion by 18.6 times, nitrite nitrogen by 8.6 times and petroleum products by 4.8 times.
The excess of hydrogen sulfide in the air was also confirmed with the help of a mobile environmental laboratory. So, for example, on July 15, inspectors with the help of a mobile laboratory in close proximity to the area of the detected violation determined an excess of hydrogen sulfide by 11.75 times. The exceedances recorded at the mobile laboratory are confirmed by the data of the air purity monitoring station installed in the area.
According to the information received from the Executive Committee of the Zelenodolsk district and an extract from the Branch of the PKK Roskadastr, the copyright holder of these existing sewage facilities is the municipality of Osinovskoye rural settlement.
According to this fact, the Ministry sent warnings to the Executive Committee of the Zelenodolsk Municipal District of the Republic of Tatarstan about the inadmissibility of violating mandatory requirements and a claim to eliminate violations of environmental legislation by developing a project and conducting land reclamation.
At the same time, the Ministry continues to receive appeals about the sewage spill and the smell. Upon re-examination of this territory, it was found that measures to eliminate violations have not been taken, wastewater discharge continues. The damage caused to the soils was calculated. It amounted to 2.7 million rubles. A Claim for compensation for damage caused to the environment has been sent to the Executive Committee of the Zelenodolsk district and the Executive Committee of the Osinovsky rural settlement.
Currently, the Ministry is preparing materials for filing a claim to the judicial authorities.
