The inspectors of the Ministry left at the request of the residents of the village of Osinovo about soil contamination with sewage. During the inspection of the territory, the fact of discharge of wastewater from a sewer well onto the terrain was revealed. According to the results of the selected soil samples, exceedances of the maximum permissible concentrations of pollutants were revealed. The total area of contamination was 569 m2.
It has been established that this well is located on lands of undefined state ownership and is on the balance sheet of the Executive Committee of the Zelenodolsk district.
Warnings about the inadmissibility of violating mandatory requirements have been announced to the Executive Committee of the Zelenodolsk district.
Additionally, we inform you that at a distance of 700 m from the spill site, AAPCS-1 is located, where numerous exceedances of the maximum permissible concentration for hydrogen sulfide were recorded in the period from May 14 to May 16. It is worth noting that during the fixation period there was a calm and a weak wind with a speed of up to 1.2 m/s.
In order to monitor the implementation of the warning, as well as to identify a potential source of atmospheric air pollution, the Ministry's inspectors also carried out a second visit to Osinovo. On May 16, the sewer breakthrough was not eliminated, moreover, the spill area increased. Atmospheric air samples were also taken on site using a mobile environmental laboratory, which revealed an excess of the maximum permissible concentration for hydrogen sulfide by 7.1 times. According to this fact, the Ministry will calculate the damage caused to the environment and will make a claim for its compensation.
