Today, a meeting of the Interdepartmental Commission for the functioning of the State Information System (SIS) of the Republic of Tatarstan “People’s Control” was held in the Republic of Tatarstan at the Administrative Office of the Human Rights Commissioner for the Republic of Tatarstan. Representatives of ministries and authorities of the Republic participated in it. During the meeting the problems regarding system functioning and the ways of their solution were discussed.

The Human Rights Commissioner for the Republic of Tatarstan Sariya Saburskaya told about the changes in the SIS “People’s Control”: the Human Rights Commissioner became the main moderator, two new categories appeared in the “People’s control”, namely “Housing and Public Utilities” and “Violations in Outdoor Advertising”, a “planned” status now can be assigned in the system only once, and the time period for changing notification review has been reduced from 30 to 10 days.

Deputy Minister for Ecology and Natural Resources of the Republic of Tatarstan Ramil Nizamov shared his working experience in the SIS “People’s control” under the Minister of Ecology and Natural Resources of the Republic of Tatarstan. The system was put into operation in mid-April 2012. It was created with active participation of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan. Initially the system allowed to receive notifications from citizens only on detection of sites of unauthorized waste disposal. At present, it is possible to process in “People’s control” notifications in 27 categories, including 4 categories in the field of ecology: landfills, air, water, and sanitary state.

Almost from the very beginning of the system operation, internal regulations have been elaborated and coordinated in the Ministry determining the work schedule inside the Ministry in general, as well as specific time periods for processing of notifications in each of departments. Moreover, category moderators and users in charge of work with the system in each department were determined by orders of the Minister. All notifications on detection of sites of unauthorized waste disposal that came through the system “People’s control” are also entered into the unified SIS of the Ministry “Monitoring of sites of unauthorized waste disposal”, where all the sites of unauthorized waste disposal that have been detected by inspectors of the Ministry on the territory of the Republic of Tatarstan are noted. Sites detected both by citizens, and by inspectors of the Ministry are noted in the unified system. Each site is supported by a photo that was made at the moment of site detection, as well as a photo confirming the fact of liquidation, the information on the date of detection and the time period for liquidation, as well as the information on the offender. Moreover, a unified card with detected and liquidated sites of unauthorized waste disposal during current year is available to the citizens as well at ecokarta.tatar.ru.

All in all, as of October 1 of the current year, 898 complaints were received by the SIS of the Ministry, whereof 734 were dealt with, 20 are in operation, 47 are planned, while 97 notifications are liable to a motivated refusal.

According to Ramil Nizamov, very often citizens ask questions, write messages on the origin of one and the same problem at the same site in the form of commentaries to already solved claim. In order to trace such commentaries, at present it is necessary to open every solved notification. If the amount of notifications is constantly increasing, this procedure becomes challenging. In view of the foregoing, the Ministry considers it rational to develop the system for tracing of new commentaries with reference to the notification in the context of a specific category.
