At a meeting of the public council of the Ministry of Natural Resources of Russia, a scientific and expert summary of environmental problems of the Luhansk and Donetsk People's Republics, Kherson and Zaporizhia regions was presented. The document also includes a roadmap for solving existing problems in new regions of the country. The event was attended by Deputy Minister of Natural Resources and Ecology of Russia Svetlana Radchenko, Chairman of the Public Council under the Ministry of Natural Resources of Russia Alexander Zakondyrin, Chairman of the Commission on Science and Expert Work of the Public Council Svetlana Lipina, Deputy Chairman of the Commission for Public control over the implementation of the national project "Ecology" of the public Council Nikolay Doronin, as well as representatives of ministries and departments of the LPR, DPR, Kherson and Zaporizhia regions.
"The Ministry of Natural Resources of Russia has already started measures to restore the disturbed natural environment in the regions. Of course, this work is very large-scale and cannot be completed in a year or two. The action plan prepared with the participation of experts will help restore the environment and make it comfortable for people," said Svetlana Radchenko, State Secretary, Deputy Minister of Natural Resources and Ecology of Russia.
The White Paper of Donbass and Novorossiya contains data on the environmental situation in the DNR, LPR, Kherson and Zaporizhia regions, on the basis of which experts have prepared analytical materials on the state of environmental components before the beginning of 2022 and after. The scientific code is divided into sections: forest, water, specially protected natural areas (protected areas), objects of negative impact on the environment (ONIOE). Each of them describes the most pressing issues in the field and offers recommendations for their solution.
"For example, despite the fact that all forests belong to the first group to be protected, they suffer from negative consequences. Due to fires and illegal logging, the forest area of Donbass and Novorossiya has been rapidly declining in recent years. In the plan of priority measures for ecosystem restoration, we proposed to include demining of the forest fund, restoration of dead plantations, forestry work, equipping with forestry and fire equipment, training of professional personnel and much more," said Nikolay Doronin, Deputy Chairman of the commission for public control over the implementation of the national project "Ecology" of the public council.
The meeting also discussed the restoration of water bodies, the operation of MSW sites. Another issue on the agenda is the preservation of the unique ecosystems of specially protected natural areas. Last year, scientists identified 11 nature reserves and national parks that are planned to be assigned the status of federal significance.
"The nature of Donbass and Novorossiya is experiencing negative consequences, including violations of soil and vegetation cover, traffic, consequences of forest and grass fires, chemical pollution. The management of natural territories did not comply with generally accepted rules and procedures, except for the asceticism of enthusiasts," Nikolai Doronin added.
To date, the Ministry of Natural Resources of Russia has already prepared draft Government resolutions on the establishment of the national parks "Azov-Sivashsky" and "Biryuchiy" and the Black Sea Reserve in the Kherson region. It is planned to create the Lugansk Nature Reserve and the Yunitskiy Nature Reserve in the Luhansk People's Republic. Documents on the national parks "Veliky Luga" and "Priazovsky" in the Zaporozhye region are being approved. In the DNR, the status of federal significance will be assigned to the national parks "Meotida" and "Holy Mountains". In addition, the Donetsk Steppe Nature Reserve will appear on the territory of two regions of the Zaporizhia region and the Donetsk People's Republic.
