Soil reclamation of the silt fields of Kazan within the framework of the national project "Ecology" was completed by 61%

Today, the participants of the seminar-meeting, which is being held in Tatarstan these days on behalf of Deputy Prime Minister V. Abramchenko, visited the facility. Deputy Minister of Ecology of Tatarstan Egor Tarnavsky told colleagues from other regions about how the reclamation project was developed, emphasizing that the reclamation of silt fields is part of the very comprehensive approach that the Deputy Prime Minister of the Russian Federation spoke about.
"Today, as part of the seminar, we are presenting our pilot flagship project for the reclamation of silt fields. Without this project, it would be difficult to start the reconstruction of treatment facilities, because sludge is the final product that comes from treatment plants. That is, the recultivation of fields, the reconstruction of sewage treatment plants, the construction of a workshop for thermomechanical treatment of silt deposits, which allowed us to stop the operation of silt fields, this is exactly the same integrated approach of Tatarstan in solving environmental issues," the Deputy minister said. 
He recalled that the recultivation of silt fields has been underway since 2021 and will be completed in 2024 as part of the federal project "Improvement of the Volga". 61% of all planned works have already been completed. 
Marat Khairullin, General Director of Yadran-Stroy, spoke in more detail about the technology used in reclamation: "Silt fields consist of several maps. There are new maps, there are old maps, the old ones are already 40-50 years old, where all the sludge from sewage treatment plants was pumped. Now every card is being cleared. The device of the lower screen, which consists of geomaterials, is being made, a drainage system is being made. The technology of geoturbation itself consists in pumping all the sludge into geotubes, where it is already being processed with the help of flocculants."

Let us recall that for 50 years of existence, almost 4 million cubic meters of precipitation have accumulated here. The area of the silt fields is 100 hectares, the smell from them spread for many kilometers, which had an extremely unfavorable effect on the quality of life not only of residents of nearby villages, but also of all Kazan residents. The facility has long since exhausted its design capacity, some sections reached 8.5 meters in depth, and given the proximity of the Kuibyshev reservoir, this could pose a real threat both to the river – a source of drinking water, and to the environment as a whole. 

Since 2019, on behalf of the Head of Tatarstan, R. N. Minnikhanov, the Ministry of Ecology and Natural Resources of the Republic of Tatarstan has been engaged in the selection of technologies for the project of recultivation of silt fields.
To solve this problem, specialists of the Institute of Ecology and Subsoil Use Problems of the Academy of Sciences of the Republic of Tatarstan conducted comprehensive studies of the chemical composition and sanitary and microbiological indicators of each individual sewage sludge map in 2019. The main tasks that had to be solved during the reclamation activities were set, and which were taken into account when forming the technical specifications for further design. Thus, the final terms of reference included a consistent solution of five main tasks:
1.Sediment dewatering;
2.Sediment disinfection;
3.Sediment neutralization – that is, reducing the level of chemical contamination with heavy metal compounds;
4. Processing of accumulated sediments directly at the site of their placement with subsequent reclamation of the disturbed area;
5.Neutralization of harmful odors during work.
The Minister of Ecology of Tatarstan, within the framework of a seminar meeting where this pilot project of Tatarstan was presented for further replication, stressed: "Interaction is very important. The dialogue between government and society, business and science is important. We have learned how to structure problems in order to solve them systematically. We are not afraid to take responsibility for the implementation of any pilot project that will benefit the residents of our republic. During her visit to Tatarstan, Victoria Valerievna Abramchenko also spoke about this.  She noted that during the reconstruction of sewage treatment plants, Tatarstan has comprehensively approached the problem and such experience needs to be replicated. Therefore, today we have just gathered to exchange experience with other regions of Russia." – said the Minister of Ecology of the Republic of Tatarstan.
The total cost of all works that are carried out within the framework of the federal project "Improving the Volga" of the national project "Ecology", excluding design and survey work, is 8.1 billion rubles.
In 2024, the biological stage will begin. As a result, a plot of 140.7 hectares will be involved in economic turnover.

"We are ready to talk about the technology. We have studied everything, we have worked out this issue comprehensively and we are ready to tell other subjects how to approach solving this problem," Alexander Shadrikov summed up
