In Tatarstan, the dismantling of the Lake oil pipeline has been completed by 60% within the framework of the national project "Ecology"

17 August 2023, Thursday

As Marat Taran, chief engineer of the Yadran-Stroy contracting organization, told today, about 60% of the total length of all pipelines that were included in the pilot project of the Ministry of Ecology of Tatarstan have already been dismantled. "It's about 13 km. We are on schedule even with a slight advance, so there is no doubt that we will implement this project this year," the speaker said. During the press tour, he shared with journalists the technical aspects of lifting flooded pipes.

The pipes are dismantled by cutting and sealing the ends of the pipes according to the technology developed by the project with the collection of residual petroleum products, then the pipes are lifted using crane equipment for further sawing into sections up to 10 meters on the deck of the floating site. All work is carried out according to the project documentation, the pipe lifting site is fenced with special buns in compliance with all environmental safety measures.

Egor Tarnavsky told reporters about the details of the pilot project, which is being implemented within the framework of the national project "Ecology". The speaker noted: "This pilot project is being implemented by the Ministry of Ecology and Natural Resources of Tatarstan on behalf of the Head of the Republic of Tatarstan Rustam Minnikhanov and with the support of the Ministry of Natural Resources of Russia.

The pipelines were flooded with the rise of the reservoir level and posed a threat not only to the Volga, but also to a quarter of the population of the republic, since the reservoir provides water to more than 900 thousand people." Let us recall that downstream of the Kama River there are water intakes "Turaevo" and "Belous", which provide household water to Naberezhnye Chelny, Nizhnekamsk, Mendeleevsk, Yelabuga and settlements of the south-east of Tatarstan.

In 2016, design and estimate documentation was developed by order of RITEK JSC.

In 2020-2021, additional surveys were conducted to update and adjust the design and estimate documentation and a positive conclusion of the state expertise was obtained to determine the estimated cost.

In 2021, Tatarstan sent an application to the Ministry of Natural Resources of Russia for a subsidy from the federal budget.

The dismantling of the inactive pipeline was approved for implementation by the Ministry of Natural Resources of Russia, and last year Tatarstan started its implementation.

"Today the project has been implemented by about 60%, by the end of this year it will be completed as planned. I think that the population of our republic will feel a positive environmental effect," Yegor Tarnavsky added.

The total cost of the event is 930,478.72 thousand rubles, including 200 million rubles – the funds of JSC "RITEK".  The rest of the funding was allocated within the framework of the federal program "Improvement of the Volga" of the national project "Ecology" in the direction of "Elimination of objects of accumulated environmental damage that pose a threat to the Volga River". This project is a pilot for Russia, perhaps in the future the experience of Tatarstan will be broadcast to other regions of the country.
