AAPCS is located on the territory of MBOU "Lyceum No. 188" at the address Ilgama Shakirov Avenue, 3g and has already begun the first measurements of pollutants in the atmospheric air. Today, this automatic station is equipped with gas analyzers to monitor the content of major pollutants in the air, such as carbon monoxide, ammonia, nitrogen oxide, nitrogen dioxide, the sum of nitrogen oxides, hydrogen sulfide and sulfur dioxide. In the near future, it is planned to retrofit the station with an automated chromatographic complex for the determination of aromatic hydrocarbons in atmospheric air.
The location of the AAPCS was chosen on the basis of summary calculations of atmospheric air pollution in Kazan, the database of which contains sources of emissions from enterprises, and taking into account incoming appeals from residents of Salavat Kupere. Automatic measurements and the selected location will allow for monitoring the quality of atmospheric air online in the zone of influence of nearby enterprises and facilities, including such as PJSC Kazanorgsintez, the MSW landfill of the Housing and communal services and others. These enterprises are assigned to the federal environmental supervision, and, in case of fixing the excess, the information will be transmitted to the Volga-Kama interregional Department of Rosprirodnadzor for taking a response measure. In addition, in order to strengthen the control of atmospheric air, from March 1, the mobile automatic laboratory of the Central Department of Rosprirodnadzor will monitor at three points of the microdistrict, taking into account meteorological parameters.
Let us recall that last year and at the beginning of this year, a surge in citizens' appeals on the quality of atmospheric air was recorded in the Kirovsky and Moscovsky districts of Kazan, as well as in the area of the residential complex "Salavat Kupere". During the year, more than 200 appeals were received. All complaints were considered and response measures were taken. The Ministry of Ecology, together with employees of the Volga-Kama Interregional Department of Rosprirodnadzor, conducted visits for sampling atmospheric air, including with the participation of the "Salavat Kupere" complex residents. Based on the data of route surveys, inspections were carried out together with the prosecutor's office. Similar field trips and route surveys of territories were conducted to identify potential sources of periodic air pollution. It turned out that the main potential sources could be three enterprises, including the landfill on Khimicheskaya St., owned by the MC "PZhKH". Information about all 3 objects was transferred to the Volga-Kama Interregional Department of Rosprirodnadzor for inspection together with the Kazan Interdistrict Environmental Prosecutor's Office. According to the results of the inspections, a number of gross violations were found during the operation of the landfill of the MC "PZhKH". The company was brought to administrative responsibility under Article 8.1, Part 4 of Article 8.2 and Part 2 of Article 8.4 of the Code of Administrative Offences of the Russian Federation. In addition, for carrying out economic activities without established standards for the emission of pollutants until 31.03.2021, a request was sent to the regional operator LLC MC PZhKH for additional charges for emissions of pollutants in the amount of 18.9 million rubles. Also, considering that complaints from residents do not stop, the Ministry of Ecology initiated an interdepartmental meeting with the participation of the head of the department Alexander Shadrikov, the leadership of the Volga-Kama Interregional Department of Rosprirodnadzor, the Department of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare in the Republic of Tatarstan, the Executive Committee of Kazan. At the meeting, the head of the interregional department of Rosprirodnadzor Fayaz Shakirov recalled that LLC "MC "PZhKH" should eliminate all violations detected at the waste disposal facility within a month. As a result of the meeting, priority tasks were identified and a roadmap was developed to eliminate odors and reduce emissions into the atmosphere from the MSW landfill on Khimicheskaya Street. It was decided that for efficiency and transparency, industrial environmental control and monitoring of the state of atmospheric air in the area of the MSW landfill will be conducted by the Central Committee of Rosprirodnadzor. The fulfillment of the deadlines for the implementation of the plan will be monitored by the Volga-Kama Interregional Department of the Federal Service for Supervision of Environmental Management.
