The Deputy Minister of Ecology and Natural Resources of the Republic of Tatarstan told reporters about innovations in the field of subsoil use today
Deputy Minister for Subsoil Use Ilnur Gubaidullin informed about the details of the draft law "On regulation of certain issues in the field of subsoil use in the Republic of Tatarstan" in an extended interview. The Speaker recalled that the State Duma adopted Federal Law No. 123-FL "On Amendments to the Law of the Russian Federation "On Subsoil". Significant changes have been made to the legislation in the field of subsoil use, which came into force on January 1 of this year. Previously, on the territory of the Republic of Tatarstan, issues in the field of subsoil use were regulated by the Law of the Republic of Tatarstan dated December 25, 1992 "On Subsoil". Since the date of adoption, this law has been amended 22 times to bring it into line with federal legislation.
Taking into account the significant amount of changes, including in connection with the transition of regulation of some issues from the regional to the federal level, it was decided instead of amending the Law of the Republic of Tatarstan "On Subsoil" to adopt a new regulatory act - the Law of the Republic of Tatarstan "On regulation of certain issues in the field of subsoil use in the Republic of Tatarstan".
The Deputy Minister for Subsoil Use elaborated on the main changes in the field of subsoil use, which are regulated by the new law. Namely:
- Auctions for the right to use mineral resources will be held exclusively in electronic form. (It is worth noting that in the Republic of Tatarstan, as a pilot region, such auctions are held in electronic form starting in 2020)
- The possibility of granting a license to a single auction participant has been established.
- The possibility of granting a license to the second auction participant in case of non-payment of a one-time payment by the winner has been established
- Changes have been made regarding the form and composition of the license and license terms.
(In this regard, the Ministry is planning a campaign in 2022 to update the license conditions in order to bring the content of licenses for the use of subsoil in accordance with the requirements of the Law of the Russian Federation "On Subsoil" (in terms of clarifying the basic rights and obligations of the subsoil user).
- The grounds and procedure for termination, restriction and suspension of the exercise of the right to use the subsoil have been established;
This norm, Ilnur Gubaidullin stressed, will increase the percentage of timely fulfillment of the terms of license agreements, as well as establish the procedure for making decisions of the Ministry in cases of non-fulfillment.
- The decision on amendments to the subsoil use licenses and on the renewal of the subsoil use license is made by a commission established by the Ministry.
- it is not allowed to change the terms of the license for the use of subsoil, according to which, on the date of the request of the subsoil user with an application for their change, a written notification of violations has been sent to the subsoil user and is valid;
- the application for renewal of the license for the use of subsoil is submitted no later than six months before the expiration of the license for the use of subsoil, and the right to use is not renewed if the user of the subsoil has a valid written notice of violations and the suspension of the exercise of the right to use the subsoil.
As Ilnur Gubaidullin emphasized, explanatory work was carried out with all subsoil users on all innovations. These changes are part of the unified concept of digital transformation of the subsoil use sphere and will ensure even greater transparency and openness in this industry.

The provision of the Republic of Tatarstan with reserves of common minerals with existing production volumes is more than 100 years with total reserves of 1.44 billion cubic meters, which allows the Republic to maximize the provision of common minerals for the implementation of the most ambitious infrastructure projects.
Today, there are 315 licenses for the extraction of CUM on the territory of the republic. During 2021, the Ministry issued 36 licenses for the use of mineral resources on CUM.
The Ministry also carried out an inventory of the list of subsurface areas of local significance of the Republic of Tatarstan during 2021.
