At the final board of the Department, the Minister of Ecology and Natural Resources of the Republic of Tatarstan emphasized the importance of environmental monitoring. It is he who makes it possible to work out decisions on the necessary measures to reduce the impact on atmospheric air and surface water bodies. This information is especially relevant in days of adverse weather conditions. In 2021, there were 180 of these 365 days.
In 2021, the Ministry strengthened monitoring in the industrial zone of Nizhnekamsk. The capabilities of automatic stations and laboratories were expanded, and the laboratory of the Nizhnekamsk branch of Rosprirodnadzor was retrofitted for 57 million rubles. A chromato-mass spectrometric complex for measuring concentrations of volatile organic substances in the air was installed and put into operation, and a portable gas chromatograph was purchased to carry out on-site control and supervisory measures, which allows determining concentrations of 59 pollutants in the atmospheric air and in industrial emissions.
Taking into account the expansion of the list of substances to be determined, the number of measurements will be significantly increased. The data received from automatic stations and PEL, using the SAMOS software package, are integrated into the GIS "Ecological Map of the Republic of Tatarstan". In case of fixing exceedances of the maximum permissible concentrations, the relevant authorities and enterprises receive appropriate notifications to ensure a prompt response to the deterioration of air quality. In order to expand the monitoring zones, within the framework of the agreements, the Ministry receives information from 5 automatic posts of PJSC Nizhnekamskneftekhim and 3 posts of PJSC Tatneft. This is a clear example of a socially responsible policy of enterprises to the population. Alexander Shadrikov outlined the task as still relevant for large cities, and the issue of emissions from motor vehicles remains. He noted that in 2021, more than 2,000 units of equipment have been converted to gas fuel, which is minus 3.7 thousand tons of emissions of pollutants into the atmosphere per year. The analysis of the monitoring data shows an annual decrease in the number of excess pollutants in the air. As for water bodies, over 37 thousand analyses were performed last year. Due to environmental measures, the number of recorded exceedances is decreasing annually. The new project "Improving the ecological condition of rivers and reservoirs of the Republic of Tatarstan", announced as a pilot in the list of socio-economic projects of Tatarstan supervised by Deputy Prime Minister of the Government of Russia Dmitry Nikolaevich Chernyshenko, is also aimed at changing the quality of water bodies.
The project is multi-stage. At the beginning, it is necessary to carry out research work on the example of the Kazanka River. A set of works on the study of the catchment area has already been announced for funding under a regional grant from the Russian Geographical Society, and it is planned to attract leading specialists of the Russian Academy of Sciences to implement the second stage of research. Based on the results of the initial research, a priority set of measures will be formed, including for further replication on other water bodies of our republic.
