Federal Target Program "Elimination of past environmental damage" for years 2014-2015 must be accepted until the end of 2013

This objective was announced by the Minister of Natural Resources and Ecology of Russia Sergey Donskoy at the meeting dedicated to the discussion of the Program aimed at improving people's quality of life, reducing the accumulated waste volume, eliminating the past environmental damage objects and recultivating and putting back to use tens of thousands hectares of contaminated lands.
As Sergey Donskoy said, environmental damage elimination projects applying for inclusion to the final revision of the Federal Target Program shall be accompanied by letters of guarantee. Applicants shall submit the letters of guarantee confirming possibility of co-financing and detailed design and budget estimates by 3 June 2013 to the Ministry of Natural Resources and Ecology of Russia. Regions and companies failing to prepare required set of documents in time will be able to join the Program after 2016.
As of today, more than 100 regional projects was included in the Program totalling 218 billion RUB. As explained at the official website of the Ministry of Natural Resources and Ecology of the Russian Federation, projects co-financing from regional budgets is anticipated in view of their fiscal capacity.
The program provides public-private partnership mechanisms including implementation of joint projects with private companies aimed at development, approbation, improvement and adoption of new technologies for cleaning accumulated contaminations and creation of experimental sites for elaborating innovations at operating enterprises.
"The business entities participating in the Program are obliged to keep clear proportion of co-financing where the share of federal budget shall not exceed 30 percent. The rest of the funds should be provided from other sources, namely regional budgets, grants, various home and international investment funds," emphasized the Minister. This condition is essential to include as many "hot spots" demanding urgent environmental restoration as possible in the final revision of the Program.
Business representatives shared their projects during the discussion. Presentations were made by Rosneft, Gazprom Neftekhim Salavat, Bashneft, Inter RAO UES, OJSC NPCC and Evrazholding.
Republic of Tatarstan, Samara, Moscow, Yaroslavl, Nizhny Novgorod and Sverdlovsk oblasts have also presented own projects for past environmental damage elimination.
