Airat Shigapov: "Our goal is not to identify and punish for a violation, but to prevent its execution"

Today, a press conference was held at AO "Tatmedia" dedicated to preventive measures carried out in the municipalities of the republic in the field of combating corruption. The Deputy Head of the Office of the President of the Republic of Tatarstan on Anti-Corruption Policy Rustam Gayazov, First Deputy Minister of Ecology and Natural Resources of the Republic of Tatarstan – Chief State Inspector of the Republic of Tatarstan in the Field of Environmental Protection Airat Shigapov and Deputy Minister of Education and Science of the Republic of Tatarstan – Head of the Department of Supervision and Control in the Field of Education Ramis Muzipov took part at the press conference.

During his speech, Airat Shigapov summed up the results of environmental supervision for the first half of the year. Since the beginning of the year, the inspectors have identified about 3 thousand violations of environmental legislation, imposed administrative fines in the amount of more than 27 million rubles. In the course of joint work with law enforcement agencies, 14 criminal cases were initiated on the facts of causing harm to the environment, 21 materials were sent to law enforcement agencies.

Separately, the Chief State Inspector focused on the joint work carried out with the Office of the President of the Republic of Tatarstan on anti-corruption policy. Thus, during the survey of the sanitary and ecological state of the territory of the Apastovsky and Tyulyachinsky districts, violations of the requirements for handling production and consumption waste, as well as illegal extraction of CUM and restriction of free access to water bodies were revealed. In terms of illegal landfills, of 14 identified in the Apastovsky district, 13 have been eliminated, another one is under control.  In the Tyulyachinsky district, out of the 35 violations identified, 14 were brought into proper sanitary and environmental condition.

The speaker noted that in order to quickly and effectively prevent environmental violations, environmentalists use IT technologies. "Remote monitoring of the environment is carried out using camera traps, video recorders, quadcopters and the unified state information system "GLONASS+112" are used. Mobile automated workstations with the function of processing documents and printing on a wireless printer are also actively used," the first Deputy Minister of Ecology of the republic said. He also added that the main goal of environmentalists is not to identify and punish violations of the law, but to prevent its commission.
