This year, an inventory of hot ecological points will be complied and work will begin on the formation of a register of objects of accumulated harm. This was announced by the Minister of Natural Resources and Ecology of Russia, Sergei Donskoy. As explained by the Minister, the elimination of such objects will be carried out within the framework of the Clean Country project, the press service of the Ministry of Natural Resources of Russia informs. The project schedule in 2017 includes the implementation of 25 events in 20 regions. The project also provides for the creation of a system for public control of the formation of unauthorized dumps and their elimination.
Speaking about technological regulation in accordance with the law on BAT, Donskoy stressed that the document is of a complex nature, aimed at improving environmental supervision and control, environmental expertise, regulation, stimulating the environmental business and “greening” of the economy.
“Now we are preparing for the start of the reform in 2019. We are working to amend the legislation – the procedure for issuing complex permits and equipping the sources with continuous monitoring devices. We plan to complete the work this year,” he said.
In addition, the legislative regulation of summary calculations and accounting of their results in the regulation of emissions of enterprises will be introduced. Currently, the Ministry is drafting an appropriate bill.
The Minister also informed that in 2016 Rosprirodnadzor, together with regional authorities, carried out work on registering enterprises and assigning categories of environmental hazards. “To date, we have received more than 670 thousand applications, about 130 thousand certificates of registration were issued. Of these, more than 5,000 objects are classified as objects of hazard category I. Based on these data, a list of 300 pilot enterprises will be formed in the near future. A corresponding instruction was given to Rosprirodnadzor,” Sergei Donskoy noted.
In 2017, it is planned to submit to the Russian Government a draft law on the introduction of eco-examination of facilities under construction located in health-improving areas and resorts, as well as to improve the efficiency of environmental supervision during construction.
