The draft federal law “On Amending the Federal Law “On Hunting and Preservation of Hunting Resources and on Amending Certain Legislative Acts of the Russian Federation”, containing such requirements, is posted on the portal of the legal information www.regulation.gov.ru.
The bill drafted by the Ministry of Natural Resources of Russia assigns to the citizens, claiming to receive a hunting ticket, the obligation to pass a theoretical examination for knowledge of the hunting minimum requirements in the form of testing, including the requirements of hunting rules, safety requirements for hunting, safety requirements for handling hunting tools, and the basics of biology of wild animals.
In addition, the draft federal law proposes to limit the validity of a hunting ticket to 10 years.
According to the head of the Ministry of Natural Resources of Russia Sergei Donskoy, the limitation of the validity of hunting tickets will give authorized state authorities the opportunity to receive up-to-date information on the real number of hunters in the Russian Federation and each of its subjects.
The implementation of the draft law will allow the regional government bodies to independently conduct the above testing and establish the procedure for its conduct and appeal of its results
