Preservation of water resources, construction and modernization of treatment facilities, application of new technologies in waste disposal, restoration of forest areas. These and other topics are discussed today in Kazan by the professional ecologists of the country. The meeting of the Federal Ecological Council was held in the Cabinet of Ministers of the Republic of Tatarstan. The event was conducted by the Minister of Natural Resources and Environment of the Russian Federation Sergey Donskoy. The choice of the region for conducting such a large-scale ecological meeting was not random, the head of the Ministry of Natural Resources of Russia said: “Tatarstan demonstrates high economic growth rates, while compensating for the man-made environmental impact, thus there is no environment deterioration along with the economic growth.” Sergei Donskoi noted that a large-scale program in the field of ecology up to 2020 is implemented in Tatarstan with a total funding of 45 billion rubles. (State program “Environmental Protection, Reproduction and Use of Natural Resources of the Republic of Tatarstan for 2014-2020”). Among other directions, its funds go to the development of environmental monitoring, he stressed. Development of such tools as environmental monitoring is an important state task. Donskoi noted that in Tatarstan not only an environmental protection system has been built, but the public is also actively involved. “The successes of Tatarstan are very important from the point of view of spreading to other regions,” noted the Federal Minister. He cited the example of the active use in the work of Tatarstan environmentalists of information programs that will form the basis of the federal project. As for the construction of an incinerator in Tatarstan, Sergei Donskoi stressed: “The newest technology does not involve burning, but heat treatment. The term “incineration” is incorrect. It was used 10-15 years ago ".

President of the Republic of Tatarstan Rustam Minnikhanov noted that it is necessary to balance the issues of ecology and economic development, stressing that Tatarstan is a leader in oil production, oil refining, petrochemistry, and machine building. “All this predetermines a high level of man-made environmental impact,” Rustam Minnikhanov said in his speech. He reminded about two large projects implemented in Nizhnekamsk within the framework of the Year of Ecology on modernization of treatment facilities that meet the highest modern requirements and announced a number of projects, the implementation of which is planned in Kazan: “There is a program for bringing in order treatment facilities.” The President also talked about the implementation of the project to raise wrecks from the bottoms of ​​the Volga and Kama. “There are major projects on shore strengthening, which we are implementing jointly with our federal counterparts.” According to Rustam Minnikhanov, special attention is paid to ensuring the ecological diversity and sustainable existence of the animal world: “We are recreating the population of Altai marals that lived in Tatarstan, but were exterminated more than 200 years ago. We also plan to organize an interregional center for breeding and growing snow leopards for their further moving to the Sayano-Shushensk Reserve.” Rustam Minnikhanov also stressed that this decision was supported by the leadership of the Ministry of Natural Resources of Russia. “We agreed not only to create a cattery of snow leopards in Tatarstan, but also their further accompanying by our specialists, already on the basis of the Sayano-Shushensk reserve in order to ensure the safety of this population,” he said. “We have support, and our task is to make their habitat comfortable,” Rustam Minnikhanov summed up.

The Federal Ecological Council under the Ministry of Natural Resources and Ecology of Russia is held on a regular basis. The work of the Council is aimed at improving the quality of interaction between federal and regional legislative and executive authorities in the environmental field.
