Farid Abdulganiev: “2017 is a year without fuel oil”. Agenda: ssues of increasing effectiveness of reducing the negative impact on atmospheric air

Pollution of atmospheric air at burning fuel oil is unacceptable. CHP are prohibited from using this fuel for saving reasons. Its using shall be allowed only in emergency situations, after which the environmental impact must be compensated. This was announced today in Nizhnekamsk by the Minister of Ecology and Natural Resources of the Republic of Tatarstan Farid Abdulganiev. Under the chairmanship of the Minister, a regular meeting of the Interdepartmental Working Group on Ensuring Environmental Safety under the Development of the Nizhnekamsk Industrial Hub was held. The event was attended by Mayor of Nizhnekamsk Aidar Metshin. On the agenda there are the issues of increasing the effectiveness of reducing the negative impact on atmospheric air, as well as a qualitative response to the facts of unsatisfactory state of atmospheric air. The facts of high air pollution are fixed continuously in automatic equipment of air pollution control stations, mobile environmental laboratories of the Ministry, as well as on the basis of manual sampling.
The progress of work on the resolution of the Cabinet of Ministers of the Republic of Tatarstan No. 828, adopted in November 2016, was also discussed. According to the order, prior to making decisions to expand production or establish new production facilities in Nizhnekamsk, a mandatory preliminary assessment of changes in the environmental situation in the given territory should be carried out. Only on condition of the positive assessment, the development of any production should be agreed.
This Interdepartmental Working Group has been working since 2006. A whole complex of important measures for the territory of Nizhnekamsk and Nizhnekamsk district was implemented. It includes the analysis of the impact of the Nizhnekamsk industrial complex in the framework of the single volume of the MPE and the Project of the Unified Sanitary Protection Zone of the industrial complex, which made it possible to ensure a justified reduction in emissions of pollutants into the air (by 30,000 tons) by the time TANECO was put into operation, and ensure the organization of resettlement of residents outside the sanitary protection zone of the industrial complex. The issues on supplying the city with drinking water have also been resolved. The development of a territorial system for monitoring the state of the environment in the territory of Nizhnekamsk has been organized.
