“By the beginning of the XX century, Kazan has significantly changed its appearance, turning into a more comfortable city, but its sanitary condition was still a weak point in the city economy of Kazan, not only in pre-revolutionary, but also in subsequent years”. Such facts are shown at the documentary exhibition devoted to the Year of Ecology, which is taking place these days in the hall of the State Committee of the Republic of Tatarstan in the archival case (44, Novo-Pesochnaya St., Kazan). Sanitary condition of the city, its improvement were in the direct jurisdiction of the Kazan mayor. It was him to whom the townspeople addressed with complaints about the pollution of streets and squares. For example, on February 14, 1897, the director of the Kazan Veterinary Institute informed the mayor S.V. Dyachenko about a sewage dump near the institute. By the mayor order, the Kazan police chief brought to responsibility the peasants for a sewage dump, and one of the peasants who violated the sanitary rules was forced to remove the dumped manure. Supervisory functions for the execution of decisions of the city authorities were carried out primarily by the Kazan police. As can be seen from the archival documents, the Kazan City Duma, the city government did not always react quickly to the appeals of residents about health and sanitary problems. This is evidenced, for example, by the correspondence which lasted for almost a decade between homeowners of the Small and Big Igumnov Sloboda and the city authorities about the closure of the chemical plant of Ushkov, which poisoned the air with suffocating gases.
At the beginning of the 20th century there were 9 public gardens and boulevards in Kazan. The most beautiful was the Botanical Garden, which was behind the Kaban Lake. Among large city gardens were, for example, the garden “Black Lake”, Lyadskoy, Derzhavinsky. Very popular among the townspeople were the gardens of Arcadia, located on the middle Kaban. It was difficult for the city authorities to keep clean all the gardens at its own expense, therefore contracts for renting gardens to certain gardeners were actively used. So, in 1885, in accordance with the contract concluded between the Kazan city government and the tenant Katkov, he was charged with maintaining in good condition from April 1, 1885 to January 1, 1887 city gardens Chernoozersky, Bannoozersky, Lyadskoy, Derzhavinsky, Teatralniy , Indendantsky, and a boulevard near the fortress. For this he could use mowed grass and sell flowers. For the maintenance of the gardens and the boulevard, the city government agreed to pay him 4641 rubles.
