RustamMinnikhanov: “Habitat forms people attitude to authorities”. Plenary meeting of seminar on priority project “Building a comfortable urban environment”in Kazantoday

Today the President of the Republic of Tatarstan RustamMinnikhanov took part in the plenary meeting of the seminar on the priority project “Building a comfortable urban environment”. The event was held in Kazan in the hall of theState Broadcasting Company“Korston”. The event was attended by Minister of Construction and Housing of the Russian Federation Mikhail Men, Deputy Minister of Construction and Housing of the Russian Federation AndreyChibis, Chairman of the State Council of RTFaridMukhametshin, Presidential aidee of RT Natalia Fishman, Minister of Construction, Architecture and Housing of RTIrekFayzullin, mayor of Kazan IlsurMetshin, head of the executive committee of the public movement“People’s movement“For Russia” Alexei Anisimov, and others. In his welcome speech, RustamMinnikhanov said that in Tatarstan the program of creating comfortable conditions for the population started 2 years ago. During this time, 189 facilities were built in all municipalities, from Kazan to small regional centers. When implementing the program, an integrated approach was adopted, which began at the design stage and ended with the operation of the facility. According to him, due to a large number of public spaces to be equipped, a lot of specialized specialists were involved in the work: landscapers, practicing ecologists, engineers, light specialists, etc. For them, as well as for architects, educational master classes are held annually, aimed at developing their competencies, knowledge, and horizons. “We started the first year with the improvement of parks and squares, followed by measures to protect water protection zones. This year, we combined these two programs into one – “Development of Public Spaces”. It should be understood that the peoplefeel very positive about all these changes: the innovations are done both inbuilding surrounding grounds, and public parks. It is important not just to create a comfortable zone for recreation, but also to further maintain it”, – the President of Tatarstan said. “This year we adopt a new program. We have started working using our own resources. I am convinced that this program needs to be done for a minimum of five years, –RustamMinnikhanov stressed. – The habitat of people forms their attitude to the authorities. I support this initiative of the Ministry of Construction and Housing of Russia, and I thank for the opportunity to talk about our experience and approaches”.In the course of his speech, Mikhail Men recalled that this work started last year at a meeting of the State Council chaired by Russian President Vladimir Putin, at which the first words were about improvement and development of the urban environment. Previously this task was believed to be carried out by municipal authorities. As a result, the Ministry of Construction of Russia, in accordance with the instructions of the President of Russia and the Government of Russia, prepared a priority project “Building a comfortable urban environment”. Responding to questions from media representatives, RustamMinnikhanov appreciated the effectiveness of this platform. “Every region has its own unique experience in the development of public areas. We need to discuss our approaches. It makes no sense to invent everything from scratch, because it will be very expensive. Tatarstan, in turn, also has something to tell”, – he said. Also, in one of the halls of the complex, an exhibition was organized dedicated to the development of the urban environment and public spaces. RustamMinnikhanov and Mikhail Men got acquainted with the latest technologies in the field of housing and communal services, advanced experience in the area of ​​improvement of building surrounding grounds, parks and park areas, inspected the products of local manufacturers of small architectural forms.
