The crime against nature, found bythe inspectorsof Ministry of Ecologyon the past weekend, surprised even the most experienced ecologists. Thousands of tons of contaminated snow were found in just a few meters from the lake Kaban. And with the temperaturerise, reagents, petroleum products, and other pollutants will inevitably go into the lake.
Theexperts who were carrying out checks to detect and prevent violations of environmental laws in Kazan came to the territory of the illegal dumpon the Technicheskayastreet of the Central Territorial Administration after KAMAZ loaded with snow. At the site, enclosed with a high fence, a white «LADA Kalina, the so-called “scorekeeper”, was found. Amounts of received snow and money were recorded in a separate notebook. If you look closely, at the entrance to the illegal dump there was even the announcement“taking off of snow” and a phone number. Those who managed the snowdumpat the time of the ecologistsvisit, claimed that their actions were legal. They even presented a copy of the document, allowing storing snow on the site. However, the paper clearly stated: snow storage is only allowed subject to the observing borders and outside the greenery area. Arrangement of drainage of melt water in order to prevent flooding of adjacent areas, basements of residential, public spaces and the elimination of the possibility of a negative impact on the environment is also a prerequisite. However, the inspectors of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan detected that no condition was met. Snow was dumped right onto the trees on the shore of lake Kaban.
For violation of the requirements of part8,paragraph 121 of the Kazan beautification rules the offenders will be punished according to Article 3.6 of the Administrative Code of the RT, and article 8.13.4 of the Administrative Codefor violation of the rules of water body protection.
Now the Ministry of Ecology and Natural Resources of the Republic of Tatarstan is preparing the necessary documents for filing a lawsuit in court to compel a legal person to remove the contaminated snow from the site and eliminate the violation.
