Unpaid fines for environmental violations have become a base for restrictionof travel outside Russia for two residents of NaberezhnyeChelny. In February 2016, by the Kama Territorial Department of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan they were brought to administrative liability under Part 1 of Article 7.3 of the Administrative Code – “Unlicensed use of mineral resources”. The fine amounted to 3,000 roubles. Illegal extraction was carried out on a total area of ​​546 sq.m. Volume of extracted minerals amounted to 1528 cubic meters, andthe damage was estimated in the amount of 275,483 roubles. However, “black miners”have not timely pay the administrative fine and damages, in this connection, the NaberezhnyeChelny City Court decided to temporary restrict the debtors’ travelbeyond the Russian Federation.
