500 thousand rublesfine for video received via Telegram

By now about 50 messages have been received by the Ministry of Ecology via Telegram and WhatsApp. New communication channel of the public environmental desk was launched earlier this year. So, the message about the dirty snow discharge in the Kazankariver has been received. The video clearly shows the special equipment cleaning the road and throwing the snow mixed with reagents and mud beyondroad safety barriers on the Millennium Bridge. This is a violation of Article 3.6 of the Administrative Code of the Republic of Tatarstan“Violation of the municipal rules of improvement of areas of settlements and urban districts, and municipal waste management regulations”. It is not allowed: Rotary movement of sand-salt contaminated snow (paragraph 136.3 of the Rules of Kazan city beautification). It entails the administrative fine: two thousand to three thousand five hundred rublesforphysical persons; from fifteen thousand to thirty thousand rublesfor officials; from two hundred thousand to five hundred thousand rublesfor legal persons. In addition, the violation of the requirements for protection of water bodies, which may result in their pollution, clogging, and (or) exhaustion, entails an administrative fine: one thousand five hundred to two thousand rublesforphysical persons; from three thousand to four thousand rublesfor officials; from thirty thousand to forty thousand rubles for legal persons (part 4 of Article 8.13 of the Russian Administrative Code). To establish the owner of the special equipment, it was sent a request to the Office of the State Technical Authority of theRT. To confirm the fact of the reagent polluted snow discharge from the Millennium Bridge, the specialists of CSIAC(Central Specialized Inspection of Analytical Control)has sampled snow from the roadway and the icy surface of the Kazanka river to determine the identity. Inspectors of the Central Territorial Administration of the Ministry of Ecology and Natural Resources of the Republic of Tatarstanhave opened an administrative investigation.
