The Ministry Of Natural Resources of Russia approved methods for calculating dispersion of hazardous substances in atmospheric air

The corresponding order "On the approval of methods for calculating harmful (polluting) substances dispersion in atmospheric air" was signed by the Minister of Natural Resources and Ecology of Russia, Sergey Donskoy, reports the press service of the Ministry of Natural Resources.The order is sent for the state registration in the Ministry of justice. The document was prepared to replace the “Methods for calculating concentrations in atmospheric air of hazardous substances present in industrial emissions” (OND-86) approved by the state Committee on Hydrometeo service of the USSR on August 4, 1986.The order is prepared in order to eliminate the legal gap due to the absence of dulyapproved methods for calculating harmful (polluting) substances emission and their dispersion into atmospheric air, as the OND-86 did not pass state registration and was not published as to the established procedure.Besides, sincethe introduction of the OND-86 new scientific results were obtained and it was not necessary to amend and supplement the provisions of the OND-86.The approved methods of calculation of hazardous substances (pollutants)dispersion into atmospheric air enable calculations of long-termed averages and, in particular, the annual average concentrations of pollutants, which can be used to assess long-term effects of air pollution on the environment, as well as to assess and minimize the risks forthe public health from air pollution.The document also contains recommendationson how to calculate the dispersion of emitted pollutants into the atmospheric air for the sources of air pollution characterized by high dangerous speeds, pollutant emission speeds exceeding the speed of sound, jet fire sources and moving sources of atmosphere pollution. Methods for calculating emissions of harmful (polluting) substances dispersed into atmospheric air are to be applied from January 1, 2018. In this case,the order implies thatthe documentation developed and approved before January 1, 2018based on calculations made in accordance with OND-86 will be valid within the set term.
