The Order of the Ministry of Natural Resources of the Russian Federation aimed at development of the system for accounting of greenhouse gas emissions was registered at the Ministry of Justice of the Russian Federation

The Order signed by the Head of the Ministry of Natural Resources of Russia, Sergey Donskoy, is one of the stages of the process of development of the system for accounting and control of the extent of greenhouse gas emissions in the Russian Federation, which is envisaged by the Concept of development of the system for monitoring, accounting and control of the extent of greenhouse gas emissions in the Russian Federation approved of by the Enactment of the Government of the Russian Federation of April 22, 2015, as it is reported on the official website of the Ministry of Natural Resources and Ecology of the Russian Federation. The Order of the Ministry of Natural Resources of Russia of September 27, 2016 No. 499 "On amending the Order of the Ministry of Natural Resources of Russia of December 23, 2015 No. 554 'On ratification of the application form for the state registration of the facilities having a negative impact on the environment including the information for entering into the state register of the facilities having negative impact on the environment also in the form of electronic documents signed with enhanced authorized electronic signature'" will allow to take certain steps to arrange collection of the information on the extent of of greenhouse has emissions that will be used to develop the state policy on the regulation of greenhouse gas emissions. In compliance with the document, the list of the information on the facility having a negative impact on the environment includes the information on the actual extent of greenhouse gas emissions. The extent of greenhouse gas emissions should be determined in compliance with methodology instructions and the guidance on the quantitative determination of the extent of greenhouse gas emissions by the companies engaged in economic and other activity in Russia, approved of by the Order of the Ministry of Natural Resources of Russia of June 30, 2015.

                As a reminder, a seminar for the representatives of the executive authorities of the Russian Federation on practical use of the methodology instruction on voluntary inventory of the extent of greenhouse gas emissions in municipal units of Russia approved of by the Enactment of the Ministry of Natural Resources of Russia of April 16, 2015, will be held on November 1, 2016 in the assembly hall of the Ministry of Natural Resources of Russia.
