The Ministry of Natural Resources of Russian developed a List of waste whose burial is prohibited

The aim of the corresponding draft Regulation of the Government of the Russian Federation published for public discussion at the portal regulation.gov.ru is to stimulate the field of waste recovery, which is a top-priority issue of the state policy in the field of waste management. According to the document, this List will include only 10 groups of waste. According to the Press Service of the Ministry of Natural Resources and Ecology of the Russian Federation, implementation of nature protection legislative norms elaborated by the authority will allow to achieve a two-fold increase in the volume of waste processing in Russia by 2020.

According to the draft Regulation of the Government of the Russian Federation elaborated by the Ministry of Natural Resources of Russia, it is planned to prohibit the burial of the first group including debris, waste of iron-and-steel and non-ferrous waste, as well as waste of equipment and other mercury-containing products starting January 2017.

Starting January 1, 2018, it will be prohibited to transport to the landfills the second group of waste including the waste of paper and carton of tires, as well as waste of products made of thermoplastic, glass and glass products (the packaging part).

The third group of waste (computer, electronic, optic and electric equipment that lost consumer attributes) is not to be buried starting January 1, 2020.

The fourth group of waste (unsorted waste including the types indicated in the individual provisions of the List) will be excluded from the field of burial starting January 1, 2024.

As a reminder, the Federal Law "On production and consumption waste" provides for the mechanisms of creation of the waste recovery infrastructure. In particular, it includes the mechanism of extended responsibility of the manufacturer, whereby manufacturers and importers of goods will have to ensure waste recovery in compliance with the recovery regulations adopted by the Regulation of the Government of the Russian Federation No. 1342 of December 8, 2015.

Entry into legal force of the specified provisions of the given Federal Law, as well as the establishment of the List of waste types that include useful components whose burial is prohibited, will provide for the creation of infrastructure facilities to recover waste on the territory of the Russian Federation. Moreover, this measure will promote adoption by the regions of the procedure for collection (also separate) of municipal solid waste that includes useful components liable to recovery, whose burial is prohibited.
