In order to simplify the procedure for granting of the right to extract ground waters in the amount of less than 100 m3 per day for food water supply and public water supply or technical provision of industrial and agricultural facilities, the Ministry of Natural Resources of Russia elaborated the relevant amendments to the Law of the Russian Federation "On mineral resources".
The document was introduced to the Government of the Russian Federation.
In compliance with the applicable legislation, if ground waters are extracted in the amount of less than 100 m3 per day, no approval of engineering documents is required. This standard covers all the sites of mineral resources regardless of their category, including the sites of local importance and federal importance. At the same time, the state expertise of the mineral resources will be required only if such sites of mineral resources form part of the mineral resources of federal importance.
In order to minimize administrative barriers and financial expenses, the draft law provides for the corresponding amendments to Article 29 of the Law "On mineral resources" envisaging exclusion of restriction for the state expertise of mineral resources depending on the category of the site, i.e. the obligation of the users of mineral resources to carry out expertise with regard to the sites of mineral resources of federal importance has been excluded.
In such a way, the draft law provides for the unified approach to granting of the right to use mineral resources to extract ground waters in the amount of NMT 100 m3 for domestic, public or technical supply, as it is reported on the official website of the Ministry of Natural Resources and Ecology of the Russian Federation.
