The Ministry of Natural Resources of Russia will elaborate an ecological rating of Russian cities by the end of 2016

The rating has been elaborated every year since 2013. According to the Press Service of the Ministry of Natural Resources and Ecology of the Russian Federation, its aim is to evaluate adequacy of the efforts of municipal authorities to ensure favorable environment and high quality life of Russians. The structure of the rating in 2015, just like during previous years, consisted of 7 key categories: aerial environment, transport, energy consumption, water use, waste management, biotic environment (flora and fauna), and nature impact management. The procedure for evaluation of the activity of regions elaborated together with Ernst and Young makes allowance for the international recommendations, in particular, complies with the criteria of the Organization for Economic Cooperation. Within the framework of the ecological rating of cities in 2015, it is planned to take a poll to find out public opinion on the ecological situation in the city. Elaboration of the annual ecological rating of large Russian cities is carried out by subordinate institutions  of the Ministry of Natural Resources of Russia with the help of Ernst and Young. Official requests for information gathering are sent to all constituent entities of the Russian Federation. The decision on participation of any cities in the rating is made by administrations of constituent entities of Russia.

                As a reminder, a total of 94 cities participated in the rating in 2014. Besides all the capitals of all constituent units of the Russian Federation, as well as the cities of federal importance, 9 additional cities participated in the rating: Vyborg, Glazov, Eupatoria, Elets, Mozhga, Netfeyugansk, Ramenskoe, Sarapul, and Surgut. Moscow, Gorno-Altaysk and Krasnodar were rated the first in the ecological rating of Russian cities for 2014.
