A new procedure for maintenance of the Red Book of the Russian Federation was registered at the Ministry of Justice of the Russian Federation

A new procedure for maintenance of the Red Book of the Russian Federation was adopted by the order of the Ministry of Natural Resources of Russia in May 2016, after that it was referred for registration to the Ministry of Justice of Russia, as it is reported on the official website of the Ministry of Natural Resources and Ecology of the Russian Federation.

The document envisages a change in the mechanism for selection and referral of the flora and fauna objects to the Red Book of the Russian Federation. A share of responsibility of authorities has been enhanced both on the level of constituent units of the Russian Federation, and the federal authorities (the Ministry of Agriculture of Russia, the Russian Federal Fisheries Agency, the Federal Forestry Agency, and the Federal Service for Supervision of Natural Resource Usage).

Maintenance of the Red Book of the Russian Federation includes inclusion (or exclusion) of the flora and fauna objects into (from) it in accordance with the established procedure, preparation and state accounting of the flora and fauna objects (including collection and analysis of scientific information on the modern state and tendencies regarding any changes in the state).

The document also regulates development and implementation of the special measures on protection and restoration of the flora and fauna objects included in the Red Book of the Russian Federation.

Moreover, the Red Book maintenance also includes arrangement and carrying out of the state monitoring of the flora and fauna objects, as well as preparation and maintenance of the state inventory of the flora and fauna objects included in the Red Book of the Russian Federation.

The Red Book of the Russian Federation is an official document containing a code of information on the state, expansion, categories of the state of rarity and danger of extinction of species according to the scale of the International Union for Nature Protection and Protection Measures (hereinafter referred to as the status categories) in order to ensure conservation and restoration of rare species and species (subspecies, populations) threatened with distinction, namely wild animals, plants and fungi (hereinafter referred to as the flora and fauna objects) dwelling (growing) on the territory (water area) of the Russian Federation, the continental shelf and in the exclusive economic zone of the Russian Federation.

The order of the Ministry of Natural Resources and Ecology of Russia of May 23, 2016 No. 306 "On ratification of the procedure for maintenance of the Red Book of the Russian Federation" was issued in pursuance of clause 3 of the enactment of the Government of the Russian Federation of November 11, 2015 No. 1219 "On ratification of the Order on the Ministry of Natural Resources and Ecology of the Russian Federation and on amending and invalidating of certain acts of the Government of the Russian Federation (Collection of Legislative Acts of the Russian Federation, 2015, No. 47, Article 6586; 2016, No. 2, Article 325; No. 25, Article 3811).
