5 August 2016, Friday

The Ministry of Ecology and Natural Resources of the Republic of Tatarstan received today a report on the plague of fish and ducks in the Kazanka River.  Inspectors of the Central Territorial Department, specialists of the Central Specialized Inspection of Analytical Control under the Ministry of Ecology of the Republic of Tatarstan, representatives of the Kazan Interdistrict Nature Protection Prosecutor, as well as fellow workers of the Fishery Supervision Department for the Republic of Tatarstan visited the site. The Central Specialized Inspection for Analytical Control under the Ministry of Ecology drew water samples to find out the reasons of mass death of fish and ducks. A mobile laboratory of the Central Specialized Inspection for Analytical Control allowed to carry out an express analysis for the content of oxygen, and the results demonstrated normal oxygen level. According to the experts, the oxygen level is one of the factors characterizing the quality of water in a water body that can cause suffocation of fish. "Analyses show the content of oxygen at the level of 12 mg/l. In order for the fauna to live normally, this parameter should be NLT 6 mg/l", acknowledged the leading specialist of the Central Specialized Inspection for Analytica Control under the Ministry of Ecology, Arthur Vil'danov. Experts at the Special Laboratory under the Ministry of Ecology will test the content of the nitro-group, ammonium ion, nitrites, nitrates, phenol, chlorides, sulfates, phosphates, and toxicity. More detailed test results will be available within 5-10 days. "Currently, inspectors of the Ministry of Ecology together with representatives of the Kazan Interdistrict Nature Protection Prosecutor's Office will immediately start searching for all the possible sites of discharge of pollutants. If the fact of discharging is confirmed, all the persons involved in the administrative offense will be held liable under Article 8.13 of the Administrative Code of the Russian Federation "Violation of the water protection regime that might entail pollution of water bodies, their littering and/or depletion", and the inflicted damage will be estimated", reported Deputy Head of the Central Territorial Department under the Ministry of Ecology, Almaz Ismagilov. "It is still early to speak of the discharge of pollutants, since test results will be ready only next week. In any case, preliminary work will start as early as today. Considering the fact that express samples of oxygen showed its sufficient content in water, discharge of pollutants can be the main reason. But this fact should be confirmed to find out what substances were specifically discharged.  The work on identification of possible organizations that might have discharged pollutants will be started immediately", acknowledged Senior Assistant of Kazan Interdistrict Nature Protection Prosecutor, Vitaly Arkhipov.
