Inspectors of the Central Territorial Department under the Ministry of Ecology and Natural Resources of the Republic of Tatarstan conducted the "Clean Air" campaign today in Kazan. Using a smoke detector for diesel engines, inspectors checked 24 buses of the "Baylyk-3" company that transport passengers on route 43. "The 'Clean Air' campaign is carried out in Tatarstan in order to reveal and restrict operation of motor vehicles with excessive content of pollutants in exhaust gases", informed Deputy Head of the Central Territorial Department under the Ministry of Ecology and Natural Resources of the Republic ofTatarstan, Almaz Ismagilov, "exhaust gases of motor vehicles are inspected using smoke detectors and gas detection analyzers. An administrative protocol is drawn up against owners of motor vehicles if the concentration of pollutants exceeds the maximum allowable concentration. The liability for this type of violation is envisaged by Article 8.22 of the Administrative Code of the Russian Federation 'Release for service of mechanical transportation means which exceed the limits of pollutants in exhausts or the noise level limits' and Article 8.23 of the Administrative Code of the Russian Federation 'Operation of mechanical transportation means which exceed the limits of pollutants in exhausts or the noise level limits'. The fine amounts to 500-1,000 rubles". Almaz Ismagilov also acknowledged that a tendency has been observed over the last years towards a decrease in the level of pollutants in motor vehicles. Today, ecological specialists inspected 24 buses and did not reveal any violations. "The useful life of vehicles at our company does not exceed 10 years", acknowledged Deputy Director of 'Baylyk-3' LLC, Vladislav Lyulin, "such an event as 'A Day of a steering wheel' is carried out on a weekly basis, when motor vehicles are liable to a more profound inspection. We also check the level of carbon monoxide and hydrocarbon. A bus with any problems will not be allowed to go on the road. A breakdown of nozzles is the main cause of smokiness, informed a representative of an automobile operating company. Technical inspection is carried out twice a year to prevent such cases.
A total of 6,160 cars were inspected during 2015 within the framework of the given activities at companies of the Republic and at the Republican roads, whereof 893 cars (or 14.5%) (in 2014, 16.5%) did not comply with the required limits of pollutants in exhausts.
