Farid Abdulganiev took part in the first session of the workshop of the State Council of the Russian Federation within the framework of the St. Petersburg International Economic Forum (SPIEF)

The Minister for Ecology and Natural Resources of the Republic of Tatarstan, Farid Abdulganiev, participated in the first session of the workshop of the State Council of the Russian Federation. The event was held in St. Petersburg within the framework of the St. Petersburg International Economic Forum (SPIEF). Discussion of the issue "On ecological development of the Russian Federation for the benefit of future generations" became the key topic of the session that mainly aims at preparation for the State Council of the Russian Federation that is to be held in December 2016 on the threshold of the Year of Ecology. A series of key measures implemented in the field of nature protection in the Russian Federation over the last 5 years were pointed out during the event. In particular, a sustainable trend has been observed since 2011 toward a decrease in emission of pollutants into the air and discharge of polluted sewage waters. A total of 11 cities (8 cities less as compared to 2014) were included in 2015 in the list of the cities with the greatest level of air pollution. Nevertheless, the average of 17% of the urban population experience exposure to the high and very high air pollution level. Moreover, certain consistent instruments adopted within the framework of implementation of the Federal Law 219-FZ were mentioned during the session. They include introduction of a risk-oriented approach to the management (the companies are divided into 4 categories, which allows to concentrate control on productions that entail the maximum level of pollution across the country), as well as creation of a new standardization system for large companies based on the principle of the best available technology and issuance of complex ecological permits envisaging development of ecological modernization programs. Another novelty presupposed by the law implies the requirement to equip large stationary sources with the devices for continuous automated emission control and further transfer of the obtained data to the controlling nature protection authorities.

            The SPIEF Forum unites the leading world politicians and businessmen who meet to define and discuss the key problems faced by Russia, the developing markets and the world community, as well as to attract all the required efforts to set the common goal and find the ways to solve the problems. Foreign participants came from more than 125 countries including Austria, Hungary, Germany, Italy, Kazakhstan, Cyprus, China, the Netherlands, the UAE, Slovenia, the USA, Finland, France, Switzerland, Japan, etc. A total of 29 ministers from 23 foreign countries and 8 ministers from 6 CIS countries, South Ossetia, and Abkhazia, as well as 68 heads of constituent entities of the Russian Federation participated in the first day of the Forum.
