Farid Abdulganiev: "For the first time in history of the Ministry of Ecology, more than a million of the citizens of Tatarstan participated in the cleaning of territories".

Today, the Minister for Ecology and Natural resources of the Republic of Tatarstan, Farid Abdulganiev, summarized the results of a two-month sanitary and ecological campaign. The briefing took place at the Cabinet of Ministers of the Republic of Tatarstan. According to the Minister, a total of 1,817 unauthorized landfills were revealed in the course of a two-month sanitary and ecological campaign that was held on the territory of the Republic of Tatarstan from April 1 to May 31, whereof 93% have already been eliminated (1,689 landfills). According to Farid Abdulganiev, the following factors account for the high amount of detected landfills:

 - active position of municipal districts with regard to this matter,

- revelation of violations by the citizens in the context of the introduced mechanism of remunerations,

- implementation of the mobile application "WKS Inspector" (workstation of the inspector). The system allows to enter any landfill in the online mode into the "Ecological map of the Republic" (the geo-position is determined, and a photo from the site of the violation appears on the map, which not only facilitates the inspector's work, but also allows to immediately respond to the event and liquidate the landfill).

- work of public inspectors. All in all, currently there are 160 public inspectors. They reveal about 15 percent from the total amount of violations. In the course of a two-month campaign, each sixth protocol on the violation of the nature protection legislation was elaborated by a public inspector.  

According to the Minister for Ecology, overflights are still the most efficient way to control the sanitary and ecological state of the territories. In the course of a two-month sanitary and ecological campaign, heads of executive committees also participated in the event together with ecological specialists. Owing to the helicopter overflights, 620 illegal landfills were revealed in no time. Moreover, positive results were achieved owing to the use of quadrocopters. For the first time, the authorities used remotely piloted vehicles in hard-to-reach places. Commission tours were carried out around easement areas of the railroads and the adjacent territories. The following trend was observed: large landfills become less frequent, although the amount of small piles in the area of less than 1 square meter is increasing - they make up a third of the total amount of landfills. The majority of landfills was revealed on the territories of rural settlements that are not covered by the system for waste collection and removal. Farid Abdulganiev distinguished the districts that managed to liquidate 100% of landfills in the course of a two-month campaign: Rybnaya-Sloboda, Saby, Spassky, Tyulyachi districts, Apastovo, Tetyushi, Kamskoe Ustye, Aznakaevo, Yutazinsky, Buinsk, Nurlaty districts, Zelenodolsk, Almetyevsk, Elabuga, Sarmanovo district, Nizhnekamsk, Muslyumovo, Arsk, Baltasi, Kaybitsy and Aktanysh municipal district. While last year there were only 6 such districts, this year we have 20. The contest for the "Best municipal unit" turned out to be an efficient mechanism for putting everything in order. It included the element of competitiveness among districts and activated the work of municipal units. The contest was held in compliance with the following criteria: the amount and area of revealed and liquidated sites of unauthorized waste placement, the amount of revealed violations and drawn up protocols, the amount of collected waste paper, PE packing materials, the number of citizens who participated in the events, as well as the amount of beautified water protection areas of water bodies on the territory of the district. The contests were held among the population in the following categories: ECO School, ECO Family, ECO Company, ECO Higher Educational Institutions/Secondary Educational Institutions. The main prize is envisaged for the best ECO Family in Tatarstan - a tour to a tourist hotel in the Crimea.

Kazan and Naberezhnye Chelny were found to be the best municipal districts. Almetyevsk, Nizhnekamsk and Verkhny Uslon districts were the best three municipal units.

For the first time in history of the Ministry of Ecology, more than a million of the citizens of Tatarstan participated in Wednesday and Saturday work campaigns. The citizens of the Republic actively joined the work on cleaning, beautification, landscaping of the territories of the Republic. Even pupils didn't remain uninvolved. Within the first 5 months of the current year, a total of 2,987 reports were received through the "School eco-patrol" system, which by 4 times exceeds the last-year indicator. In the course of a two-month campaign we received 96% from the total amount of reports. A pupil from the specialized school No. 27, Dina Galieva, was announced the winner of the two-month campaign having revealed 168 landfills. The results of the "School eco-patrol" contest will be summarized in September. During summer holidays, the pupils will continue active work on revelation of unauthorized landfills.  

"Using the assets of the youth of the Republic and public ecological organizations, the Ministry together with the youth ecological movement "BUDET CHISTO", the movement "Sәlәt", and the Russian Geographical Society organized cleaning of the territories, ecological classes, public lectures, master classes, and contests in mass media. This work will go beyond the boundaries of the two-month campaign, and it will be continued during the year. The nearest campaign will be held this Saturday - on the Day of Cleaning of Water Bodies we will start a new campaign #ECOsummer #ECOsummer2016. The main efforts will be directed to the cleaning of water protection areas and public recreation places loved by the citizens of Tatarstan", reported the Minister for Ecology and Natural Resources of the Republic of Tatarstan, Farid Abdulganiev.
