A two-month sanitary campaign to clean the territories is almost over, although certain districts have fallen behind. The problem of districts bordering on Kazan is one and the same year after year", acknowledged Head of the Central Territorial Department under the Ministry of Ecology and Natural Resources of the Republic of Tatarstan, Ilkham Sabirov. According to him, when the summer cottage season starts, many people move to suburbs, although local authorities don't take this fact into account when arrange for collection and removal of solid domestic waste. As a result, the containers are often packed. In such an inescapable situation, the citizens often pile the waste directly on the soil, which contradicts Article 8.2 of the Administrative Code of the Russian Federation: "Failure to comply with ecological and sanitary&epidemiological requirements in the course of management of production and consumption waste, the substances destroying the ozone layer, as well as other hazardous substances". "It's the fault of the utility service providers", acknowledged Deputy Head of Pestretsy municipal district, Venera Ignatyeva. According to her, only one managing company used to operate in Pestretsy. Due to the absence of competition, its work was found ineffective. This year another managing company was engaged. "We believe that competition and a competitive spirit will help solve many issues related to untimely removal of solid domestic waste, and it is planned to purchase additional waste containers", added Venera Ignatyeva. She also reported that in the nearest future the work will be arranged on liquidation of unauthorized landfills in hard-to-reach places.
