A round table was held today at the Ministry of Ecology and Natural Resources of the Republic of Tatarstan on the "Problems related to the management of production and consumption waste, decriminalization of this field, blind spots in the legislation of this sphere, as well as results of supervisory activity". The event started with a welcoming speech of the Prosecutor of Kazan Interdistrict Nature Protection Prosecutor's Office, Albert Khabirov. "Our task is to carry out timely control over fulfillment of the legislation in the field of management of production and consumption waste", he acknowledged. - "This event will allow to find out and clarify the problems encountered by companies and organizations engaged in collection, transportation, recovery and burial of waste, and also to look at the problem both from the perspective of the state supervision and control, and from the perspective of entrepreneurs". Deputy Minister for Ecology and Natural Resources of the Republic of Tatarstan - Chief State Inspector of the Republic of Tatarstan for Nature Protection, Fayaz Shakirov, presented his report. He acknowledged that more than 2,000 violations in the waste management field were revealed following the results of the year 2015. The two-month sanitary and ecological campaign has been actively held since April 1st. Over this period of time, all the supervisory authorities and municipal units of the Republic detected over 1,000 landfills and 3,000 violations. The fines were imposed to the amount of over 5 mln rub. "One of the reasons of unauthorized landfills lies in control-free activity of small and medium business entities in the field of waste management. Small and medium business entities are to submit annual reports to the authorized state bodies on formation, recovery, deactivation and placement of waste. The measures of administrative influence shall be taken against small and medium business entities who failed to submit annual reports to the authorized state bodies on formation, recovery, deactivation and placement of waste according to Article 8.2 of the Administrative Code of the Russian Federation", summed up Fayaz Shakirov.
