A two-month sanitary and ecological campaign for cleaning the territories of the Republic of Tatarstan starts on April 1st. This was discussed today at the Cabinet of Ministers of the Republic of Tatarstan during the briefing for the holding of the two-month sanitary and ecological campaign. The Minister for Ecology and Natural Resources of theRepublic of Tatarstan, Farid Abdulganiev, and Deputy Minister for Ecology and Natural Resources–Chief State Inspector of the Republic of Tatarstan for Environment Protection, Fayaz Shakirov, responded to the questions of journalists. According to the Minister, over the next two months, the territory of the Republic will be brought into compliance with the requirements of ecological and sanitary & epidemiological safety of the population. The main emphasis will be put on detection of sites of unauthorized waste placement and their liquidation. The information on detected landfills will immediately be sent to the Executive committees of municipal districts to take appropriate measures for their liquidation.“One will be able to follow the two-month sanitary and ecological campaign, as well as detected and liquidated landfills, on a daily basis in the system ‘Ecological map of the Republic of Tatarstan’, acknowledged Farid Abdulganiev. This year the information will be entered into the map in the online mode; special-purpose software has been elaborated for that matter: AWP is an Automated Work Place of an inspector that allows to make a picture of the detected violation on the site and to refer it to the moderator without wasting any time.
To detect and prevent violations of the nature protection legislation, the Minister for Ecology will use land transport and air transport (a series of overflights and railway raids are planned). In order to carry out state surveillance at hard-to-reach places,quadrocopters and unmanned aerial vehicles will be used. Satellite geodesic receivers are actively used for work to identify the bearings with accuracy of 10 cm.
The main emphasis will be put on detection and prevention of offences in the water protection areas and on water. In addition to motor boats, an eco-analytical vessel “Flamingo” and mobile express laboratories that allow to immediately sample water and reveal these or those violations, this year, considering the necessity of strict control in the framework of the Year of water protection areas in the Republic of Tatarstan, a mobile floating headquarters will be used to ensure surveillance, sampling and express (immediate) analysis of water samples using the state-of-art equipment. First of all, monitoring will be carried outat such large water bodies as the Volga, the Kama, and the Vyatka Rivers.
All the territorial departments under the Ministry of Ecology and Natural Resources of the Republic of Tatarstan will inform the Ministry on detection of sites of unauthorized waste placement on a daily basis in the video conference mode.
For reference:Last year, all supervisory authorities and municipal units revealed more than 7,000violations. Following the results of the revealed violations, 141 companies and organizations, 1,071 officials and 3,238 individuals were held liable.The fines were imposed in the amount of more than 26 million rubles.
