More than 30 facts of illegal take-over of the coastal area were revealed during one day by ecological specialists of the Republic of Tatarstan in Laishevo district. Head of the State Inspection of Ecological Surveillance, Almaz Zakirov, inspectors of the Central Territorial Department under the Ministry of Ecology inspected the coastal area of the Mesha River and Arkhiereyskoe Lake. It is seen by naked eye that the distance between the water body and many constructions doesn’t make up even 10 meters. Permanent structures, summerhouses, fences, coast establishing structures were located right at the nature protection area. According to Article 6 of the Water Code of the Russian Federation, a 20-meter band along the coastal area of the water body is meant for public use.The rights of the citizens to free access to the water body and its coastal area haven’t been complied with along the Mesha River in Narmonka village and near Arkhiereyskoe Lake, which contravenes Article8.12.1of the Administrative Code of the Russian Federation. Deputy Minister for Ecology – Chief State Inspector of the Republic of Tatarstan for Nature Protection, Fayaz Shakirov, informed that the Supreme Court and district courts had already delivered their judgments regarding demolition of illegal constructions on the coastal area of the Kazanka River and the Karabash Reservoir. Some people try to settle the matter without going to court, so they provide free access to the water body after getting the obligatory instruction on demolition of the illegal construction. For instance – the Mesha River in Laishevo district–out of 20 protocols earlier drawn up by inspectors of the Ministry of Ecology according to Article 7.6 of the Administrative Code of the Russian Federation (“Unauthorized take-over of the water-body or its use in breach of the established conditions”)and Article8.12.1 of the Administrative Code of the Russian Federation (“Failure to comply with the obligation to provide citizens with free access to the public water body and its coastal area”) 7 claims on correction of the nature protection legislation of the Tatar Interdistrict Nature Protection Prosecutor’s Office were referred to Laishevo district court.
Routine monitoring and raids of inspectors of the Ministry of Ecology and Natural Resources of the Republic of Tatarstan are carried out on a daily basis. For more detailed and operative work, helicopter overflights have been arranged.
