“Natural water protection areas of Tatarstan should be available for each citizen of the Republic. The work of inspectors of the Ministry of Ecology pertaining to revelation of violations related to restriction of access to the water body has been manifold enhanced”–as it was reported today by the Minister for Ecology and Natural Resources of the Republic of Tatarstan, Farid Abdulganiev in his interview with journalists. He acknowledged that great work conducted over the last years regarding demarcation in the water protection area allows to detect such violations operatively and on a large-scale basis, and, which is even more important, to prevent their recurrence in the future.
Today, inspectors of the Ministry of Ecology and Natural Resourcesof the Republic of Tatarstan inspected the Vertelevka River with regard to the fact of restricted access to the water facility in Sovetsky district of Kazan.A citizen of one of the houses in Samosyrovo village decided to expand the territory of his land plot – he put up a fence forgetting that a part of the Vertelevka river flowing into the Kazanka River was leftbehind the wall. This violates the law. In compliance with Article 8.12.1 of the Administrative Code of the Russian Federation, failure to comply with the obligation to provide citizens with free access to the public water bodyand its coastal area entails imposition of an administrative penaltyon the citizens amounting from three to five thousand rubles, on officials - from forty to fifty, and on legal entities - fromtwo hundred to three hundred thousand rubles. The work on identification of the owner of the land plot is carried out tohold the owner liable and lodge claims to cure the breach. Moreover,ecological specialists intend to carry out laboratory tests on the site to reveal the fact of illegal discharge of sewage waters into the given water body.
In 2015, inspectors of the Ministry of Ecology and Natural Resources of the Republic of Tatarstandrew up more than 100 protocols pertaining to illegal restriction of access to the water body (the fines were imposed in the total amount of 1.1 million rubles), while in 2016 they have already drawn up more than 30 protocols.
