An extended meeting of the Board of the Federal Service for Supervision of Natural Resource Usage was held today in Moscow regarding “Results of the work of the Federal Service for Supervision of Natural Resource Usage in 2015 and the main trends of activity set for 2016”. Deputy Chairperson of the Government of the Russian Federation, Alexander Khloponin, the Minister for Natural Resources and Ecology of the Russian Federation, Sergey Donskoy, Chairperson of the Committee of the Federation Council of the Federal Assembly of the Russian Federation for Agricultural and Industrial Policy and Nature Use, Gennadiy Gorbunov, Chairperson of the Committee of the State Duma of the Federal Assembly of the Russian Federationfor Natural Resources, Nature Use, and Ecology, Vladimir Kashin, Chairperson of the Commission for Ecology and Environmental Protection of the Public Chamber of the Russian Federation, the Minister for Ecology and Natural Resources of the Republic of Tatarstan, Farid Abdulganiev, Head of the Department of the Federal Service for Supervision of Natural Resource Usagefor the Republic of Tatarstan, Farit Khayrutdinov, as well as representatives of nature protection authorities of the regions of the Russian Federation participated in the meeting.
Head of the Federal Service for Supervision of Natural Resource Usage, Artem Sidorov, presented the main report on the results of work in 2015, and the main trends of activity in 2016. He acknowledged that starting January 1, 2019 zero charge rates for the negative impact on the environment will be applied to the facilities using the best available technologies. Due to this fact he urged heads of large Russian companies to elaborate their business plans considering this economic mechanism aimed at decrease of the negative impact. Artem Sidorov informed that at present the Federal Service for Supervision of Natural Resource Usagecreates the necessary infrastructure that will ensure transparency of the new rules. For instance, it is today that the single-window information system is being created for accounting of the facilities exerting negative influence,the relevant relations are formed with the regional nature protection authorities, and consultations will consistently be provided for the business community in every constituent entity of the Russian Federation. Head of the Federal Service for Supervision of Natural Resource Usage distinguished the work of several constituent units of the Russian Federation with regard to elaboration of cumulated volumes of maximum permissible discharges into the atmosphere for the large industrial hubs, including St. Petersburg, Kaluga and Chelyabinsk regions, and the Republic of Tatarstan. Over the last year, the Federal Service for Supervision of Natural Resource Usageimplemented out more than 30,000 measures of ecological surveillance in the Russian Federation, and almost half of them accounts for extraordinary inspections. The tasks set for 2016 include creation of the register of the facilities exerting negative influence, as well as enhancement in the waste management efficacy, preparation for the Year of Ecology in Russia and so on.
