The information on discharges and emissions into the air will be in public access

Head of the Ministry of Natural Resources and Ecology of the Russian Federation, Sergey Donskoy, referred a draft decree to the Russian Government “On approval of the procedure for elaboration and maintenance of the state register of facilities that have negative impact on the environment”, as it is reported on the official website of the Ministry of Natural Resources and Ecology of the Russian Federation. The register will include the information on all the facilities located on the territory of Russia or the continental shelf that have negative impact on the environment. Maintenance of the register will allow to arrange the information on the companies and the events aimed at decrease of the negative impact, and it will also allow to divide them into categories.

 Control over arrangement, maintenance and update of the information in the register pertaining to the facilities liable to the federal ecological surveillance was entrusted with the Federal Service for Supervision of Natural Resource Usage, or with the constituent units of the Russian Federation pertaining to facilities liable to the regional ecological surveillance. Moreover, the Federal Service for Supervision of Natural Resource Usage was appointed administrator, and it solves the software-related matters and other issues related to the information “State Control” system, in the framework whereof the register will be maintained. To register the facility, it will be necessary to provide the information on Taxpayer Identification Number (INN), Tax Registration Reason Code (KPP), Russian National Classification of Municipal Territories code (OKTMO), on the territory whereof the facility is located, as well as on the codes of economic activity (OKVED). Moreover, the applicant will have to provide the information related to the mass of discharges and emissions, as well as waste placement that will be openly published on the official website of the Federal Service for Supervision of Natural Resource Usage. After registration of the facility, the operating company will receive a certificate with the indication of the level of supervision – either federal or regional, as well as the category of the facility depending on the extent of the negative impact.

All the information will be stored electronically, it will be updated on an annual basis, and the period of its storage will make up at least ten years.
